- The Department of Veterans Affairs (VA), Technology Acquisition Center (TAC) intends to enter into a firm fixed price contract on the basis of other than full and open competition with MUMP Audiofax, Inc. for AudioCARE software licenses and maintenance support in support of the VA Office of Electronic Health Record Modernization (OEHRM) project. Two test Virtual Machine systems are required for the VA Bay Pines Testing Center. AudioCARE pharmacy systems provide the VA with automated telephone, text and web solutions for prescription renewals, refills, notifications for pick-up and 24/7 patient access. The statutory authority permitting other than full and open competition is 41 U.S.C. 3304(a)(1) as implemented by the Federal Acquisition Regulation 13.106(b)(1): For purchases not exceeding the simplified acquisition threshold, contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available. The estimated date of award for this action is September 25, 2020. The period of performance shall be 12 months from the date of award and shall include one 12-month option period for continued software maintenance support. Commercial acquisition procedures will be used. The primary North American Industry Classification System Code for this acquisition is 541512 and size standard is $30.0M. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capabilities statement or proposal which shall be considered by VA. Any information received will normally be considered solely for the purpose of determining whether or not to conduct a competitive procurement. A determination by the Government not to compete this proposed contract lies solely within the discretion of the Government.
