- This synopsis is hereby issued in accordance with FAR Part 5.203 in response to the mandatory requirement for a 15-day notification. The purpose of this synopsis is to announce FLCSI Det Rota�s intention to negotiate an major repair ceiling increase in the amount of �80,000 under the current contract N6817119D6010 with Logistics Consultancy Spain SL (LCS) located at Avenida Inventor Pedro Cawley 10 El Puerto De Santa Maria 11500 for the purpose of fulfilling unanticipated major repair efforts on harbor Patrol Boats until a follow on contract can be placed. A copy of the draft statement of work and the draft sole source justification is provided for situation awareness purposes. The Government intends to negotiate solely with LCS per FAR 13.106-1(b)(1), as no other source of supplies will satisfy agency requirements. Presently, LCS would be the only vendor that is available to continue perform major repair efforts. This is due to the fact that LCS is already on contract to perform several major repair and the maintenance efforts for the six harbor patrol boats, some of major repair efforts must be performed at their facility. Having another vendor perform major repair efforts while LCS performs these pre-existing repair and maintenance efforts at their facility would not be possible as LCS will not allow another vendor into their facility to perform major repair efforts while LCS is performing its own major repair efforts on the same boat(s). Furthermore, the boat system are integrally related to each other, and having relatable systems being repaired and maintained by multiple contractors at the same time increase the likelihood of degradation of the US Government�s own post inspection warranty rights. Specifically, if one vendor�s workmanship is faulty and results in system failure that another vendor repaired during their warranty period, the Government may not be able to accurately determine which contractor should bear the cost of rework. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitation package will be issued. This notice of intent is NOT a request for competitive quotations. However, responses received by 8:00AM local Rota Spain time on 8/25/2020 will be considered.
