- Notice of Intent: The USDA, ARS, SEA intends to award a sole source procurement to HDT Expeditionary Systems, Inc. 30500 Aurora Rd., Suite 100; Solon, OH 44139-2795 as they are the sole source for these types of products/services pursuant to the authority of 41 U.S.C. 253(c)(l ) and FAR 13.106-1(b)(1)(i) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The award will be to purchase the following product/services: USDA-ARS, Gainesville, FL has a need for DRASH 2C rapidly deployable shelters; current US military issue: qty. 2 in green and 1 in tan for use in hot-temperate environment (Florida).� HDT Expeditionary Systems, Inc. (�HDT�) is the manufacturer of state-of-the art, fully integrated, deployable solutions such as shelters, generators, heaters, air filtration devices, Command and Control (C2) equipment and other engineered solutions. HDT is the current sole source supplier of the: Drash� Shelter, 2C HDT is the inventor and patent owner of many of its expeditionary solution product offerings. Specifically, limited technical data rights exist with respect to these products, and HDT owns the proprietary manufacturing processes and know-how involved in the manufacture of these products. HDT�s proprietary processes include those relating to manufacturing design and engineering; production and technical inspections; refit, retrofit and repair; and quality control and inspection. The existence of limited technical data rights and proprietary processes justify this agency�s sole source award to HDT. The repair and retrofit services offered by HDT require unique expertise possessed only by qualified HDT representatives familiar with the HDT product and associated repair processes and methods. The time and expense associated with qualifying an alternate supplier to provide these same services would be significant. These DRASH shelters are what we have been using and is required for continuity of research. The Government intends to award a firm fixed price Purchase Order on or about September 17 ,2020, using Simplified Acquisition Procedures. This Notice of lntent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 2:00 PM central time, September 16, 2020. Information received will be considered solely for determining whether to conduct a competitive procurement.
