Description
Notice of Intent This is a notice of intent to solicit from a single source without providing for full and open competition. The U.S. Geological Survey (USGS), intends to extend an IDIQ contract with Ironwood Consulting of Redlands, California for Field Surveys for the presence and condition of Mojave desert tortoises at Fort Irwin National Training Center, San Bernardino County, California. Award will be made in accordance with Federal Acquisition Regulation (FAR) 6.302-1 and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 15 entitled, Contracting by Negotiation. Ironwood Consulting is, to the USGS� knowledge, the only source who has qualified biological personnel on a short-term basis (i.e. 3-6 months) for Fall of 2020 and Spring of 2021 to conduct the field surveys. For this project, Ironwood worked with the USGS in Spring 2020 in and out of the field. Before fieldwork began in April, Ironwood worked with the USGS to develop data collection systems and personnel that would meet our project needs. The fieldwork ran from April to July 2020. Federal and state permits were obtained for Ironwood�s staff approximately five months prior to the start of fieldwork associated with this project. No other company could be permitted and approved to conduct this work in time for our proposed Fall 2020 and Spring 2021 surveys. Additionally, no other company would be able to complete the required training and establish data collection and communication platforms in time for this proposed work. The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive proposals. However, all responsible parties may submit a capability statement or proposal by the closing date of this announcement which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government. The NAICS code for this action is 541690 Other Scientific and Technical Consulting Services. The SBA Size Standard is $15.0 million. Responses or inquiries shall only be accepted through electronic mail addressed to cciccarelli@usgs.gov and must be uploaded and received in their entirety no later than September 18, 2020. Responses submitted by hardcopy or the FedConnect web portal or the FedConnect Message Center shall not be accepted or considered.
