Description
The purpose of this amendment is to answer a vendor question about the solication and to add further information about previous tests done by the government. The government will be using ASTM Standards for the bushings, The Government anticipates the replacing of the neutral bushing will take 2 to 4 hours 1 Bushing per transformer. All oil will be removed from the transformer. Each transformer has 2190 gallons of oil, and a 2"" connection.The government will not be supplying tankers. This amendment also adds the results of the most recent tests of the transformer oil. See attached. COMBINED SYNOPSIS/SOLICITATION TEMPLATE (FAR 12.603) This requirement is being solicited as a small business set aside and will be awarded on a best value basis in accordance with FAR part 13. The applicable NAICS is NAICS 238210, Electrical Contractors and Other Wiring Installation Contractors, with a size standard of $16.5. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with FAR part 13 and additional information included in this notice. The BOR intends to award a firm fixed price award for Transformer oil removal and testing as represented in the specifications. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 140R4020Q0092 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulations (FAR). This requirement is being solicited as a small business set aside procurement and will be awarded on a best value basis in accordance with FAR part 13. Addendum to 52.212-1 substitutes the term �quote� where the term �offer� appears in the provision. Performance Work Statement EB Transformer Oil/Neutral Bushing Replacement Elephant Butte Field Division 1.0 Introduction The Bureau of Reclamation, Elephant Butte Field Division has a need to replace the transformer Neutral Bushings. Located at 4696 HWY 51, E Third Ave (HC32 Box 312) Truth or Consequences, NM 87901. 2.0 Background The neutral bushing of a transformer located at the Elephant Butte main facility compound needs to be replaced, but the oil level needs to be lowered to a level where the bushing can be reached to change out. DGA oil readings are done annually and those reports can be provided to the awardee upon request. The transformers are in good condition and do not require any other work other than the work described in the statement of work. The vendor will not need to provide any additional oil for the transformers. The technical expert estimates that the awardee will be on site for a week or less. 3.0 Scope The contractor will provide the necessary field service personnel, tools, materials and test equipment to perform the scope of work as described herein. The transformers are 10 MVA 115kv/6.9kv GS Hevi-Duty Electric Transformer. The work is expected to be performed sometime between October 1, 2020- February 28, 2021. 1. The contractor shall provide the equipment and tankers needed to remove and store the oil of (3) transformers to allow the replacement of (3) neutral bushing. 2. The Government will replace the neutral bushings. After the Government changes the neutral bushings, the contractor shall refill the transformer with the oil that was removed and kept in the tankers. 3. The contractor will put a vacuum and provide a nitrogen blanket in the transformer. 4. The contractor shall conduct a Power Factor Test, TTR (Transformer Turns Ratio) test, and an Insultation Resistance Test in accordance with the FIST 3-30 Transformer Maintenance Standard. 5. The contractor shall document the results of the tests in a comprehensive engineering report which shall include findings, test data, and recommendations for corrections, if applicable. The report will be furnished 30 days after completion of work. The Contractor will not be replacing the neutral bushings. 4.0 Submittals The BOR is requiring the contractor to have, and be able to show, a minimum of 5 years� experience directly working on transformers. The contractor shall provide a list of references for the same or similar type of transformer repair work, that shows the minimum of 5 years� experience directly working on transformers; including a short description of the referenced work, date the services were performed, and a point of contact for each listed project with telephone number and email address. The following submittals will be provided to the designated Technical Representative and COR for approval within the designated schedule. Any work outside the designated hours shall be arranged and approved prior to scheduling with the COR or Contracting Officer. Contractor�s Duties Comply with laws, codes, ordinances, rules, regulations, orders, and other legal requirements of public authorities that bear on performance of work.
