- PURCHASE INSTALLATION SUPPORT SERVICES FROM GULF COPPER Identification of the agency and the contracting activity, and specific identification of the document as a �Limited Source Justification.� �This is a sole source justification. Contracting activity is the Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD), 110 Vernon Avenue, Panama City, FL 32407-7001 (Contracts Division Code 02). Nature and/or description of the action being approved. This action will award a firm fixed price purchase order to Gulf Copper, 4721 E. Navigation Boulevard, Corpus Christi, TX 78402 in direct support of the Mine Neutralization System (MNS) Hydrophone tracking system upgrade. The minimum needs of the Government have been verified by the certifying technical and requirements personnel. This memo does not authorize acquisition for other requirements. This procurement will be funded by Navy Working Capital Funds (NWCF). Identification of the justification rationale and, if applicable, a demonstration of the proposed contractor�s unique qualifications to provide the required supply or service. 10 U.S.C. 2304(c)(1), 10 U.S.C. 2304(d)(1)(B). Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements FAR 6.302-1(a)(2)(iii)(B).� This procurement is sole source for the following reasons. Gulf Copper is approved by NAVSEA and has over 65 years of experience offering tailored infrastructure capabilities, fabrication services, and diverse technical capabilities for installation and certification for the U.S. military. The proposed installation support requires installation per the Ship Installation Drawings (SIDs), which includes, but is not limited to, equipment cable runs from the forward Auxiliary Machinery Room (AMR) to the Combat Information Center (CIC), fabrication of foundations for the new junction boxes, and verification of the installation. Gulf Copper has unique experience working with and modifying the Mine Countermeasures (MCM) ships and systems per the SIDs. The lack of this experience for an alternate source would generate a great amount of time, effort, and cost to overcome which will cause us to miss our installation milestone. Given our schedule constraint, Gulf Copper has a team readily available to travel and provide immediate installation support services for our MCM ships. A determination by the ordering activity contracting officer that the order represents the best value consistent with FAR 13.106-1(b). The Contracting Officer has determined that the order represents the best value and results in the lowest overall cost alternative (considering price, special features, administrative costs, etc.) to meet the Government�s needs. A description of the market research conducted among schedule holders and the results or a statement of the reason market research was not conducted. For the reasons specified in paragraph 4 above, GULF COPPER is the only company that can meet the Government�s needs. This requirement will be synopsized on the beta.SAM.gov website per FAR Part 5.2. Any other facts supporting the justification. None A statement of the actions, if any, the agency may take to remove or overcome any barriers that led to the restricted consideration before any subsequent acquisition for the supplies or services is made. �As stated in paragraph 4 above, GULF COPPER is the only company that can meet the Government�s needs.
