U.S. Government Expressions of Interest Sought Solicitation for Offers No: GS-05P-LIN00756 Procurement Type: Pre-solicitation Date Posted: September 14, 2020 Statement of Requirements:� The Government is seeking to lease office space in Indianapolis, IN for a minimum of 14,592 ANSI/BOMA Office Area (ABOA) to a maximum of 15,321 ABOA square feet. State: Indianapolis City: Indiana Delineated Area:�(Please see the map attached) North:� Starting at W Hanna Ave and S Harding St and head North on S Harding St northbound until it intersects with Oliver Ave.� Go East on Oliver Ave and then North on S Belmont Ave.� S Belmont becomes N Belmont and then intersects with N White River Pkwy.� Heading North on White River Pkwy until it becomes Lafayette Rd.� Head North on West Kessler Blvd N Dr off Lafayette Rd and continue on until it becomes Copper Rd.� Head East on W 62nd from Cooper Rd.� Turn North onto Michigan Rd from W 62nd St.� Turn East on W 79th from Michigan Rd. �Turn North on Township Line Rd.� Township Line becomes Towne Rd.� Towne Road intersects with W 146th. East: From the intersection of Towne Rd and W 146th head East on W 146th.� Follow W 146th until it becomes E 146th and then begins to bear South and turns into Campus Pwky. South: Follow Campus Pkwy Southbound and continue on as it beomces Southeastern Pwky.� When Southeastern Pwky intersects E Ohio turn East on E Ohio and then South onto N Main St.� When N Main St splits bear South onto S Maple St.� Continue on S Maple St unitl it becomes N Fortville Pike.� At N Fortville Pike and W 375 N turn West onto W 375 N.� Turn South at intersection with N 100 W.� Turn West at intersection with W 100 N.� From W 100 N turn South on N 200 W.� Turn West on W 100 S.� At intersection with S Jacobi Rd turn South.� Turn West at W 300 S.� Turn South at County Rd 500 W.� County Road 500 W will then intersect at County Road 600 S. West: Turn West on County Road 600 S.� Continue on County Road 600 S when in becomes Thompson Rd.� Turn West on Shelbyville Rd from Thompson Rd.�� Turn North on Sherman Drive.� Head West on E Hanna Ave until it intersects with S Harding St. Minimum Sq. (ABOA): 15,321 contiguous Space Type: Office Surface Reserved Parking Spaces (Total): 7 Full Term: 15 years Firm Term: 10 years Option Term: N/A Additional Requirements: Space is for a Law Enforcement Agency Proposed locations must meet the following special requirements: For the security and safety of the agency�s Agents, support personnel, and law enforcement operations, agency cannot be collocated with Federal, State, local Government Agencies, or private firms whose primary clientele are involved or have ties to criminal elements. Agency cannot be collocated with other agencies or entities providing probation and/or parole services, halfway houses, drug abuse counseling/rehabilitation programs, and similar social service and welfare type programs. Building entrances/exits are not to be located within line of sight, or the vicinity of a school, day care center, or park. Contiguous space on a single floor is required. Second story and above floor space is preferred, but first floors will be considered if the following can be provided: 20-foot setback from building to all sidewalks, roads, parking lots, and vehicular access points Fencing at the lessor�s expense based on agency�s risk and vulnerability assessment Fragment Retention / Blast Protection window film at the lessor�s expense Other first floor tenants must not be service/retail oriented or businesses that generate heavy vehicular and foot traffic 24/7 access required, 365 days a year A direct access pathway/route, with minimum exposure to the general public, to the Government�s space from the parking area, is required. This can be achieved via the use of a secondary building entrance, such as a loading dock, and a freight or passenger elevator with a lock-out feature. 24/7 access to the �direct access path,� as described above, shall be provided � this may be met by providing full access to a side or emergency exit, a loading zone, loading dock or simply another entrance to the building. Agency�s Security Unit will evaluate all potential sites by conducting a risk and vulnerability assessment. In multi-story buildings, an elevator with a card reader system, or a means to temporarily lock and isolate for the use of the Government is required. Lessor must allow Government antennas to be affixed to the roof. Expressions of Interest should include the following: Building name and address and location of the available space within the building. The building site/lot plans, interior building layout drawings/pictures (with dimensions shown preferably) reflecting the space that is being offered. Identification of public transit routes/stops near the property offered. Rentable square feet available, and expected rental rate per rentable square foot, fully serviced. ANSI/BOMA office area (ABOA) square feet to be offered, and expected rental rate per ABOA square foot, fully serviced.� Indicate whether the quoted rental rate includes an amount for tenant improvements and state the amount, if any. Date of space availability. Building ownership information. Amount of parking available on-site and its cost.� Include whether expected rental rate includes the cost of the required Government parking (if any). Energy efficiency and renewable energy features existing within the building. List of building services provided. Projected Dates.
