DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED: The Cardiology Department of the Ralph H Johnson VA Medical Center, Charleston, South Carolina is currently replacing/upgrading the GE system. This system requires all the hardware/electrophysiology suite to be upgraded to new technology equipment, the GE Vivid IQ Ultrasound. The GE Vivid IQ Ultrasound is a premium cardiovascular ultrasound scanner that is portable and able to be used in the Eelectrophysiology (EP) Laboratory. 2237: 534-20-4-783-0091; $91,526.00 2. JUSTIFICATION FOR SOLICITING A BRAND NAME: The EP Lab recently replaced their old system with a new GE system that requires a new Vivid IQ and Cardio Lab Amplifier to complete the GE System. This equipment will comply with standardization of equipment and patient care. This system is specifically programmed to work with the current GE System, there is no other name brand item that can interact and link with the GE System. The GE Vivid IQ is a new and upgraded cardiovascular portable ultrasound system from the base of Vivid Q and Vivid I. The Vivid IQ has integrated the full touch screen control 15.6 monitor on conventional user control panel, upgrading the user s intuitive control and operation quality. The Vivid IQ applies the trackpad design instead of the trackball interface. Further, it s light weight, and includes; the dedicated cart, three RS and one DLP to support 6VT-D ports and optional three batteries enabled to scan more than 180 minutes with the system battery. The GE Vivid IQ supports cardiac, transesophageal, peripheral vascular, fetal/OB, abdominal adults, pediatric, small organ, neonatal cephalic, adult cephalic and musculoskeletal. The Cardio Lab Amplifier is designed to amplify various types of cardiac signals that are acquired from the patient and send them back to the system. Moreover, the Cardio ICE Synchronized Ultrasound, provides continuous real-time visualization of structures and instruments, synchronized with electrogram waveforms. It combines the recording algorithms and workflow applications of GE s innovative Mac-Lab Hemodynamic Recording System or Cardio Lab Electrophysiology Recording System, with GE s compact, powerful Vivid I Ultrasound System. By bringing ultrasound images, electrocardiogram waveforms, and hemodynamic or electrophysiology data together in your EP or Cath lab during the case, Cardio ICE gives full control and access to comprehensive information. Users can perform day-to-day catheterization and EP studies or the most advanced and complex image-guided procedures efficiently and effectively with the full confidence that you re seeing the whole picture. The CLabII Plus amplifier can be configured with up to 128 total recording channels, 112 intracardiac channels and 224 catheter inputs. Using the brand name description in the procurement is essential to the Government s requirement. 3. EFFORTS TO OBTAIN COMPETITION: A search conducted in VIP VetBiz revealed 20 certified SDVOSB/VOSB listed. A Sources Sought was sent via email to all 20 Certified SDVOSB/VOSB vendors. Further, an email was sent to GE Healthcare and they stated that two SDVSOB s were authorized to provide the brand-name requested for this requirement. A search in GSA under 65IIA Medical Equipment and Supplies SIN A-50A Physiological Monitors was also completed. The search revealed 41 vendors, 10 were SDVOSBs. Additionally, a search was done in FPDS-NG and it was found that these products were purchased through GE or a distributor of GE. 4. STEPS TO PRECLUDE FUTURE BRAND NAME AWARDS: There are no other known vendors capable of providing this product. GE is the sole manufacturer and exclusive provider. Only GE or their authorized distributors can provide the required products for this procurement. Ralph H Johnson VA Medical Center will continue to advocate brand name or equivalent specification for equipment purchased by VA Medical Centers and will continue to monitor and seek to identify other vendors that may meet the VA s specialized needs. 5. OTHER FACTORS: The Cardio lab Amplifier is part of a catheterization laboratory electrophysiology charting/monitoring and ablation console. No other brand can be used without removing all the hardware and replacing it with a completely new system which would cost upwards of about 250,000. Cath Lab already has a very extensive stock of catheters and equipment that work hand in hand with the current GE system. The VIVID IQ is also the electrophysiology used to produce ultrasound images. Mixing and matching different brand equipment for this GE system would not work because they wouldn t be compatible with the current electrophysiology system.
