- 2 36C10B20Q0509 Special Projects Hosting system Questions and Answers Date: September 15, 2020 The following questions have been submitted for Solicitation 36C10B20Q0509, Special Projects Hosting system. Please see Question and Answer matrix below for further details. Note: The answers provided below are for informational purposes, to assist potential quoters in preparing quotes, and such answers do not themselves constitute an amendment to the Request for Quotation (RFQ). Where questions and answers necessitated such an amendment, such changes have been or will be incorporated into a formal amendment to the RFQ. To the extent that any answers provided below conflict in any way with the RFQ and any Amendments, the final RFQ takes precedence. Question # Question Government Response Would the VA consider other reporting dashboards other than PowerBI or tableau? Such as Crystal Reports? Yes, equivalent dashboards are acceptable. Approximately how many reports does the VA need within the contract year? The number of reports would be proportional to the projects and subject to limitations of the yearly subscription. What is the approved or anticipated budget for this contract? The Government cannot disclose that information. Refer to Section E.7, Basis for Award.  What is the anticipated award date? 9/30/2020 Are Teaming arrangements permitted on this opportunity? Yes. Can you share if the following CLIN should be priced or NSP (not separately priced)? CLIN ITEM 0002 (Assessment, Authorization and continuous Monitoring IAW PD Section 1.4) page 7. CLIN ITEM 0002 should be priced as 1 LOT I see in one of the proposal amendments: ""This is a set aside 100% for VOSB NAICS 518210"" Per the form on page 1, this acquisition is set-aside 100% for small business NAICS 518210. We are not clear as to what exactly is need for CLIN 0002 0002AC. The cost associated with a full 3PAO is around $1.5 Million, so is there a way for you to share with us exactly what is required? CLIN 0002 should be priced according to the PWS Section 1.4 Assessment, Authorization, and Continuous Monitoring. VA will be using the low impact FedRAMP baselines as a starting point, since they are specifically tailored for cloud services. This is typically estimated to be approximately $200k. We are using AWS GovCloud to host our LMS which we will provide to the VA/EES, AWS is already FEDRAMP certified and their GovCloud datacenters are located in the US. All our employees that have access to AWS GovCloud are US citizens and are located in the US. So is my understanding that only our software (the LMS) would need to go thru the 3PAO? The full product is required to comply with FedRAMP requirements when implementing NIST for cloud solutions (NIST 800-37 RMF / 800-53 CSP implementation requirements).
