- Description
- This is a Pre-Solicitation Notice. The U.S. Army Corps of Engineers � Tulsa District has been tasked to solicit for and award a contract for a some asphalt work/gravel/dock replacement at Skiatook Lake, Oklahoma. The proposed project will be a competitive, firm-fixed price contract procured in accordance with FAR Part 13, Simplified Acquisition Procedures (SAP) and FAR Part 36, Construction and Architect-Engineer Contracts awarded to the lowest-priced, responsible offeror, whose quote conforms to the requirement of the solicitation. The Government is seeking qualified, experienced sources capable of performing the following: BASE:� Bull Creek Campground/Boat Ramp Provide all services, equipment and supplies/materials necessary to shape, re-grade and compact shoulder of camping loop road for the new asphalt overlay.� Base rock shall be compacted to not less than 95% of maximum density.� After shaping, grading and compaction, the contractor shall uniformly apply an asphaltic primer bonding agent prior to placement of new asphalt.� Provide all services, equipment and supplies/materials necessary to place 12in-14in Rip Rap along Boat Ramp and parking lot to armor where asphalt and rock meet.� 1200 square feet of rip rap will be placed to the left of the boat ramp. 1300 square feet of rip rap will be placed to the right of the boat ramp. Option 1: Skiatook Point Boat Ramp: Provide all services, equipment and supplies/materials necessary to shape, re-grade and compact boat ramp parking lot in order to utilize rock as the base for the new asphalt overlay. Base rock shall be compacted to not less than 95% of maximum density.� After shaping, grading and compaction, the contractor shall uniformly apply an asphaltic primer bonding agent prior to placement of new asphalt.� Provide all services, equipment and supplies/materials necessary to place 12in-14in Rip Rap along Boat Ramp and parking lot to armor where asphalt and rock meet.� Approximately 2,000 square feet of Rip Rap will need placed to the left or East of the boat ramp.� Approximately 1,600 square feet of Rip Rap will need placed to the right and westward of the boat ramp. Approximately 200 feet of exiting guardrail will be removed and a post and cable system will be installed.� 4in steel pipe will be placed along the roadway every 10ft for 200ft.� 3/8 cable will be used.� Post will have welded caps placed on top of each. Each post will have welded cleats holding cable in place. Post will be concreted in place with 3ft above ground level and 3ft below ground level. OPTION 2: Osage Boat Ramp Provide all services, equipment and supplies/materials necessary to shape, re-grade and compact boat ramp parking lot, and existing gravel parking lot in order to utilize rock as the base for the new asphalt overlay. Base rock shall be compacted to not less than 95% of maximum density.� After shaping, grading and compaction, the contractor shall uniformly apply an asphaltic primer bonding agent prior to placement of new asphalt.� Provide all services, equipment and supplies/materials necessary to place 12in-14in Rip Rap along Boat Ramp and parking lot to armor where asphalt and rock meet. 4,000 square foot area to the right of the boat ramp and along the shoreline and a 2,000 square foot area to the left of the boat ramp will have rip rap placed. OPTION #3: Hominy Landing Provide all services, equipment and supplies/materials necessary to shape, re-grade and compact boat ramp parking lot in order to utilize rock as the base for the new asphalt overlay. Base rock shall be compacted to not less than 95% of maximum density.� After shaping, grading and compaction, the contractor shall uniformly apply an asphaltic primer bonding agent prior to placement of new asphalt. Provide all services, equipment and supplies/materials necessary to place 12in-14in Rip Rap along Boat Ramp and parking lot to armor where asphalt and rock meet. Approximately 2,000 sq ft total of rip rap will be placed on both sides of the boat ramp.� Another 700 sq. ft of rip rap will be place between the restroom facility and courtesy dock along the roadway. Provide all services, equipment and supplies/materials necessary to install 12ft x 20ft Courtesy Dock. In accordance with DFAR 236.204, the estimated magnitude of construction for this project is: Between $500,000 and $1,000,000. Estimated duration of the project is 60 calendar days. The North American Industry Classification System code for this procurement is 237310 - Highway, Street and Bridge Construction, which has a small business size standard of $39.5M. Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting, that they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction type procurement. TYPE OF SET-ASIDE: 100% Small Business Set-Aside. Anticipated solicitation issuance date is on or about 2 October 2020, and the estimated proposal due date will be on or about 1 November�2020.
