Description
Sole Source. The Mission and Installation Contracting Command (MICC), Yuma Proving Ground (YPG), Arizona, intends to negotiate a firm-fixed price contract on a sole source basis with Pyrotech USA, Inc. at 12829 W Foss Groves Path Inglis, FL, 34449-9195. The United States Army Yuma Proving Ground (USAYPG) has a requirement under purchase request 0011490213 for procurement of a non-personal service to provide Rapid Response Deluge System (RRDS) certification for one (1) Base Year of 12 months and 4 option years to buildings 3130, 3716, and 3482. The requirement consists of an annual inspection and re- certification of both the fixed and portable systems. Pyrotech USA is the only company qualified to perform the inspections, repairs and certifications of the complete system currently in use in the ammunition preparation facilities at YPG. The four (4) LMF-7489 Portable Ultra High Speed Deluge Systems in use at YPG were designed by Pyrotech and have been inspected, tested, repaired and certified by Pyrotech since their arrival at YPG. Pyrotech, as the Original MICC 2016-8 Equipment Manufacturer (OEM) of these systems is the only source with the proprietary knowledge and demonstrated expertise to inspect, test and certify the equipment that they designed. Pyrotech�s ability to meet all contract requirements for both the fixed and portable ultra high speed deluge systems is most cost effective for YPG. This requirement is a commercial service acquisition in accordance with Federal Acquisition Regulation (FAR) Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. Interested persons may identify their interest and capability to respond to the requirements or submit proposals. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. In order to protect proprietary information and prevent the unintentional releasing of guarded information, all interested firms must conduct their own research regarding the specifications of the above listed requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
