- Description
- This is a Combined Synopsis/Solicitation/Notice of Intent by the Department of Health and Human Services (DHHS), Office of the Secretary (OS), Office of the Assistant Secretary for Preparedness and Response (ASPR), Office of Resource Management (ORM), intends to negotiate on a sole source basis with Environmental Systems Research Institute, Inc. (ESRI) for Geospatial Information System (GIS) and GeoHealth systems software licenses.� This announcement constitutes the only solicitation; quotes are not being requested and written solicitation will not be issued.� The solicitation number for this acquisition is 75A50120R00057.� This acquisition will be processed under Simplified Acquisition Procedures (SAP) and is not a small business set aside.� The NAICS code is 541990. This notice is not a request for competitive quotes; no solicitation document is available and telephone requests will not be accepted. However, sources may submit descriptive literature, fully documenting their capability to perform these services, which will be considered by the Agency. A determination to compete this procurement based on response(s) to this notice is solely within the discretion of the Government. A solicitation will be issued to ESRI, no less than 15 days after the date of this notice unless the Government determines that any other organization has the capability to meet this requirement.� This will be a firm fixed-price contract. FAR provisions and clauses that apply to this acquisition; FAR 6.302-1, 6.302-2-b(2), 52.212-1, Instructions to Offerors Commercial Items; FAR 52.212-3, Offereor Representations and Certifications Commercial Items: FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders, Commercial Items; FAR 52.232-34, Payment by Electronic Funds Transfer Other than Central Contractor Registration.� In order to be considered for an award, an offeror must have completed the online electronic Representations and Certifications located at http://orca.bpn.gov// in accordance with FAR 4.1201(a).
