Description
This Notice is for the evaluation of Project Labor Agreements ONLY. GENERAL SCOPE: The scope of work for Sacramento River East Levee (SREL) Contract 2 is construction of 1.8 miles of varying types of seepage cutoff walls including open trench Soil-Bentonite (SB) and Slag Cement-Cement-Bentonite (SCCB) Cutoff Walls, Deep Mix Method (DMM) Cutoff Walls, and Jet Grout Cutoff walls. Construction of the cutoff walls is along discontinuous reaches of SREL within the Miller Park, Little Pocket, and Big Pocket areas of Sacramento, CA. The scope also includes relocation and removal of multiple utilities within the work areas, working adjacent to an active railroad line, modification of existing relief wells, removal and replacement of City of Sacramento Sump 63 in the Big Pocket, and removal, handling, and disposal of contaminated soils. Night work is permitted for construction of Jet Grout cutoff walls only. All work is required to be completed No Later Than (NLT) December 2021 with the levee reconstruction completed NLT 30 September 2021. Multiple concurrent efforts will be required to complete work within the given period of performance. �PROJECT LABOR AGREEMENTS (FAR 22.503) Project labor agreements are a tool that agencies may use to promote economy and efficiency in Federal procurement. Pursuant to Executive Order 13502, agencies are encouraged to consider requiring the use of project labor agreements in connection with large-scale construction projects.� As part of that consideration, this market research effort will help in our determination of whether a PLA may increase the economy and efficiency of the project. 1)� Is there any reason to believe that there is a shortage of skilled labor required for this project in Sacramento, CA? 2)� The following request is to obtain data on the recent history of construction projects in the local labor market of the project under construction. Information is requested for projects completed in the last 2-5 years in the Sacramento, CA area. a) Project name / location. b) Detailed project description. c) Initial cost estimated / Actual final cost. d) Was the project completed on-time? e) Number of craft trades present on the project. f) PLA (Y/N)? g) Were there any challenges experienced during the project (delays, investigations, health and safety issues, labor shortages, management / organizational issues, etc)? 3)� Have PLAs been used on this type of project in other regions? Please notify this office in writing via email by 10am, Tuesday, October 6th, 2020.
