- Description
- In accordance with Federal Acquisition Regulations (FAR) 5.201, the U.S. Department of Homeland Security (DHS), Office of Procurement Operations (OPO) on behalf of the Office of the Chief Security Officer (OCSO) hereby issues this notice of intent to award a sole source procurement.� DHS OPO intends to solicit and award a sole source Blanket Purchase Agreement (BPA) to the Centech Group, Inc. located at 6402 Arlington Boulevard, 10th Floor, Falls Church, VA 22042 for enhancements and modifications of the Centech developed Enterprise Integrated Security Management System (ISMS) This is a notice of intent to solicit and award a sole source BPA utilizing a Limited Sources Justification under the authority of FAR 8.405-6 Limiting Sources, (a)(1)(ii)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.� ISMS is a DHS-branded version of the Centech Group�s Security Manager Commercial Off-The-Shelf (COTS) product.� It is a web-based personnel security case management tool based on the Centech Group�s Security Manager product designed to support the lifecycle of DHS personnel suitability and security cases to include the capture of information related to background checks, investigations, and final determinations.� This is the enterprise-wide personnel and administrative security management system hosted by the Office of the Chief Security Officer, Security Systems Division and is now used by most of the DHS Components.� The contractor shall provide DHS Components continuous modifications and enhancements of the system to meet their specific component needs.� The anticipated period of performance will be for a one-year base period with two one-year option periods. Market research was performed and supports the sole source determination. A determination by the government not to compete based upon responses to this notice is solely at the discretion of the government. This is a notice of the intent to award a sole source contract. It is published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. No responses to the notice of intent to sole source are anticipated. �However, any firm believing that they can fulfill the requirement may be considered by the agency. Interested parties may identify their interest and capabilities in response to this synopsis. All questions and/or comments regarding this notice shall be addressed in writing to the Contract Specialist, Jessica Phillips, at Jessica.phillips@hq.dhs.gov and to the Contracting Officer, Tanya Hill, at tanya.hill@hq.dhs.gov by May 22, 2020 by 5PM EST.� Questions by phone or fax will not be considered.�
