- This is a combined synopsis/solicitation for commercial items under FAR part 12 prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-08 Dated 07/14/2020 see https://www.acquisition.gov/browse/index/far and https://www.acquisition.gov/hsar for clause language. FEMA Region 1 is issuing a formal Request for Proposal (RFP) to be awarded based on Best Value to the government. This request is for�the procurement of janitorial services�at the Federal Regional Center (FRC) located in Maynard, MA 01754 for a Base year, and the potential of four (4) option years.� Please review the attached Solicitation in its entirety. To be considered for award, all line items must be quoted. Please include the daily janitorial services rate in your response. This is a 100% small business set aside in accordance with FAR 19.502-2- Total small-business set asides under NAICS Code 561720-Janitorial Services (Size Standard $19.5 Million). Wage Determination:� SCA 2015-4048 Revision No. 14 Dated 04/09/2020 Town: Maynard County: Middlesex State: Massachusetts is applicable for this award. Subject to Revisions. Section 889 Requirement: Proposed offerors are required to submit a completed Section 889 Form attached, required for all new solicitations as of August 13,2020. All proposals will be assessed�for the following three factors and all factors other than price when combined, are approximately equal to, or significantly less important than cost or price. Price Factor-� See Attachment 1 for further information. Technical Approach/Management Plan- See Attachment 1 for further information. Past Performance and References � See Attachment 1 for further information. Failure to provide any of these requirements may result in proposal exclusion for failure to meet the requirements of the RFP. Site Visit: There will be�an optional site�visit conducted on Thursday September 10, 2020 at 10:00 AM EST at the Federal Regional Center (FRC) located at 63 Old Marlboro Road Maynard, MA 01754. Companies will be limited to two (2) representatives for the site visit. Attendees may be separated into groups for the walk through based on the number of interested parties who attend, in order to provide adequate social distance. �Groups would be formed on a first come first serve basis. �Prior confirmation of all individuals who wish to attend must be submitted to: Ryan Colgan Ryan.Colgan@fema.dhs.gov and Christopher Kelly Christopher.Kelly@fema.dhs.gov This will ensure access to the facility by the guards. �If prior confirmation is not received, you may be turned away at the gate. Interested parties must provide valid government issued identification to gain access to the facility. Please review the attached mandatory guidelines for site visits included in the posting. All questions for this solicitation must be submitted via email by Tuesday September 15,2020 05:00 PM EST. All questions are to be submitted via email directly to the two (2) points of contact referenced above. Any questions received will be posted as an amendment to the solicitation on BetaSam. Proposal will be due Thursday September 24,2020 at 05:00 PM EST.� All proposals and associated components �are to be submitted via email directly to the two (2) points of contact referenced above. Once the solicitation is posted, it is incumbent upon the interested parties to review the FBO.gov site frequently for any updates/amendments to all documents. Interested parties must be registered in SAM (System for Award Management) Database https://www.sam.gov prior to contract award pursuant to FAR provision 5.207. Prospective offerors are encouraged to register prior to the submittal of proposals. Please review the attached Performance Work Statement� for further information pertaining to this solicitation. The contractor shall provide all supervision, labor, materials, equipment, and�supplies necessary to complete this scope of work. All work shall comply with all applicable State, local, and Federal laws and regulations, and all contract special provisions, terms and conditions. All work under this contract will be performed within the confines of the Federal Regional Center (FRC).
