Description
The U.S. Army Contracting Command - Redstone is issuing this sources sought notice in accordance with FAR 15.201(e) as a means of conducting market research to identify parties having an interest in and the resources to provide Engineering Services for the MD-530F helicopter in support of a Foreign Military Sales (FMS) case for the country of Afghanistan.� The results of this market research will contribute to determining the method of procurement.� The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 541330, Engineering Services. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any costs incurred.� All costs associated with responding to this sources sought notice will be solely at the interested parties� expense. Responses to this sources sought synopsis will be used for market survey analysis that will assist in determining if the contemplated acquisition could be conducted under full and open competition, or if the contemplated acquisition should be set-aside for small business pursuant to FAR Part 19, Small Business Programs.� Requirement Statement:� The Government seeks white papers regarding the respondent�s proven ability to provide Engineering Services capability to support Depot Level repairs, sustainment engineering, aircraft modification engineering support, component overhauls and technical data to support the MD-530F rotary wing aircraft.� The requirements for this action are: (1) Capability to provide airframe and aircraft damage assessments, including Battle Damage Assessment and Estimated Cost of Damage in the country of Afghanistan. (2)� Capability to develop relevant technical and engineering data for USG approval of field and depot maintenance procedures, overhaul inspection criteria, damage tolerance limits, aircraft and component repair procedures, and hazardous materials replacements. (3)� Recommendation to identify, avoid or overcome parts obsolescence issues for aircraft systems and components. The response should include the following: (1) Company information to include: Company name; size of company; CAGE code; point of contact (to include phone number and email address); previous experience or current ability to provide support in Afghanistan (2) Experience: Provide a list of recent relevant contracts (same or similar in nature of work, size and complexity to include contract number); (3) Address capability to provide contractor personnel for the specific tasks identified above. Purpose and Limitations: �The Government�s intent is to better understand the current capabilities and strategies to determine the best solution.� Industry feedback is vitally important and the Government will be receptive to any and all ideas.� Proprietary information is neither solicited nor prohibited; however, if submitted, it should be appropriately marked.� Please limit formal white paper submissions to no more than 25 pages and must be unclassified.� Electronic submissions are strongly encouraged.� All items must be in Microsoft Office 2003 or later format or Adobe PDF format.� Not responding to this sources sought does not preclude participation in any future RFP, if any is issued.� If a solicitation is released, it will be synopsized on the beta.SAM.gov website.� It is the responsibility of any potential offeror to monitor beta.SAM.gov for additional information pertaining to this requirement.� All questions and industry responses shall be submitted via email to Army Contracting Command � Redstone, Contract Specialist: Christopher Clemons, christopher.r.clemons2.civ@mail.mil, courtesy copy to Contracting Officer: Deanna Desarro, deanna.l.desarro.civ@mail.mil
