Description
Work associated with the subject requirement consists of repairs to restore the North Jetty of Lake Worth Inlet to its original profile and cross-section. The North Jetty is approximately 900 feet in length with a height of +0.82 feet NAVD88. Repairs require substantial moving and manipulation of new and reworking of existing stones to obtain the required interlocking within the tolerances provided. The reworking of stone is only for the incorporation of new stone. Stones to be manipulated range from up to 14 tons with a specific weight of 165 pounds per cubic foot. Stone of such weight is available from various locations in Georgia and South Carolina. Locations of jetty rehabilitation are shown on the drawings. Prior to work on the jetty, a pre-construction benthic community survey shall be performed on the jetty structure and any adjacent submerged areas that may be impacted by contractor's operations. Any coral relocations required as a result of the benthic survey shall be completed prior to jetty work. Repairs require the procurement and delivery of stones and placement of stones along the identified repair areas. The distribution of the 6 to 14 ton stones is shown on the drawings. Estimated armor stone quantities were calculated based on 1) the absent volume between the design template neatline and the existing surface generated from the survey, and 2) the expected void space around the placed armor stones. The void space is estimated to be 25% of the absent space. The quantity estimations do not account for the volume between the design template neatline and the upper tolerance neatline. The quantity of material above design surface but below the tolerance shall not be taken into account in the event of a Variation in Estimated Quantities (VEQ) claim. Allowable construction tolerances shall not be used to expand the footprint of work beyond the limits required to establish the finished grade shown on the drawings. Tolerances will be used as a means to provide minor flexibility with the construction without the need for the Contracting Officer to reject the work at each repair area over the possibility of a few select Armor Stone occasionally projecting above the finished grade noted on the drawings. The Contractor shall be responsible for obtaining information concerning the marine work environment including rain, fog, existing depths, shoaling, scouring, wind, wave, current, and tide conditions that could influence safety and construction operations prior to submitting a proposal or bid. Access and staging areas have been identified on the drawings.� The access and staging areas shown on the drawings are for access to the site and staging of materials, but not access to the individual work areas. Access to the individual jetty work areas via land is limited due to sea turtle nesting restrictions and buried existing utilities. Work areas must be closed to the public during construction. Water based equipment is required for this work at Areas A and B and shall be US coast Guard certified vessel for marine construction.� Work shall be conducted during daylight hours.
