Description
The Defense Logistics Agency (DLA) has significant litigation and disclosure requirements, including litigation before courts and administrative boards, Freedom of Information (FOIA) requests, investigation requests, Privacy requests, and Congressional inquiries. DLA manages a global supply chain from raw materials to end-user to disposition for the Army, Navy, Air Force, Marine Corps, Coast Guard, 10 combatant commands, other federal agencies, partners, and allied nations. In this capacity, DLA's Office of General Counsel (OGC) has lead litigation support responsibilities for procurement acquisitions that supply over 86 percent of the military's spare parts and nearly 100 percent of fuel and troop support consumables. OGC provides legal support for more than $35 billion in goods and services annually, supports more than 2,300 weapon systems, manages nine supply chains, and about 5 million items operated in 28 countries. DLA manages the end to end supply chain, for the military, a number of these agencies and allied forces. It is also regularly involved in disaster relief and humanitarian efforts. DLA needs independent and unbiased advice and expertise that demonstrates improved litigation and disclosure results through the formulation of program office maturity assessment and readiness, development of litigated information governance strategy, supply chain and in the implementation of solutions. DLA also needs independent and unbiased advice and expertise for reviewing the current state of the Privacy Program and to ensure that the program continues to be well positioned as a strategic risk management function for the agency.
