- Description
- The Department of Labor (DOL)/Office of the Senior Procurement Executive (OSPE) intends to award a sole source order to United Central Industrial Supply for the Mine Safety and Health Administration. This purchase is for MSHA approved IBRID MX6 Units. The North American Industry Classification System (NAICS) code for this requirement is 334290 with the size standard of 750. The U.S. Department of Labor, Mine Safety and Health Administration (MSHA) is responsible for enforcing health standards promulgated under the authority of Section 103 (a) of the Federal Mine Safety and Health Act� of 1977.� Inspections can run from a matter of a few hours to extended shifts of 12 hours or more.� As such, the gas detectors must have operating characteristics that will ensure more than 12 hours of operation and have reserve power for pre and post calibration checks.� In addition, because of the variety of explosive gasses and contaminants, the gas detectors must be capable of simultaneously reading six gasses and be approved as intrinsically safe under 30 CFR Parts 18 and 22.� This requirement is for the purchase of forty-one (41) Industrial Scientific IBRID MX6 Units with pumps for MSHA coal offices.� The units, along with the data link chargers, are required to ensure completion of mandatory inspections, technical reviews and special investigations.� Having units approved as intrinsically safe in coal underground mines is essential where methane and other flammable and explosive gases are liberated.� Units perform direct read concentrations of a variety of gases such as: methane, carbon monoxide, oxygen, hydrogen sulfide, nitrogen dioxide, and ammonia.� These units are used during mine emergencies, and our offices need to have reliable units available.�� �The resulting order will be firm fixed price. The statuary authority permitting other than full and open competition is 41 U.S.C 3304(a)(1), as implemented by FAR Part FAR 13.106-l(b)(I)(i) Soliciting from a single source. Interested persons may identify their interest and capability to respond to the requirement by 12:30 P.M.� 09/23/2020. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. All interested sources may submit a quote which will be considered by the agency for future purposes. This notice is not a formal solicitation. This is not considered a Request for Quote (RFQ). No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of information received in response to this notice. Any response to this notice must show clear, compelling, and convincing evidence that competition will be advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice. A determination by the Government not to compete the proposed contract on this notice is solely within the discretion of the Government.
