- The USGS, Cooperative Research Units in Reston, VA, supporting the Ecosystems Mission Area requests the purchases of water quality monitoring equipment. The primary use is to support the field program of the Wisconsin Cooperative Fisheries Research Unit for determining water quality parameters to meet research objectives associated with fisheries management, aquatic sciences, and resource conservation. The USGS is aware of no other source that can provide the above with the specifications that were provided within the RFI and the previous RFQ that was posted. The USGS requests a Handheld Multiparameter Water Quality Meter that provides immediate data access without having to connect to an external source, such as, a smart device or laptop. Therefore, it intends to make an award to Xylem/YSI, unless it is contacted by any vendor who believes they can provide the same product. Vendors are invited to contact the Contract Specialist, Nicole Demby (ndemby@usgs.gov) no later than 12:00PM EST, Monday, September 21, 2020 with an affirmative answer. SOLE SOURCE JUSTIFICATION STATES THE FOLLOWING PART: The following information is provided to demonstrate the proposed contractor's unique qualifications: The U.S. Geological Survey (Wisconsin Cooperative Fishery Research Unit) intends to award a non-competitive procurement to YSI for a handheld multiparameter meter with interchangeable / replaceable sensors. The meter will be used to measure water quality parameters on lakes and streams in Wisconsin as part of numerous research projects where water quality parameters represent critical scientific information. This will replace an existing unit that is outdated and no longer functional. The Wisconsin Cooperative Fishery Unit needs a multi-parameter water quality meter that is waterproof, handheld, and provides immediate viewing of data without the need to connect to another device like a smart phone or laptop. The unit must also have the following: an operating temperature of 0 to 50�C, a rechargeable lithium ion battery (preinstalled). Including cable for charging with universal AC charger, cable for connection to a USB memory stick, universal digital 4 port cable assembly with depth sensor (0-100m), an optical dissolved oxygen sensor, conductivity and temperature sensor, pH sensor, buffer recognition, data management for over >100,000 data sets, Parameter measurements must fall within the following ranges: Dissolved Oxygen (0-500%), Dissolved Oxygen (0-50mg/L), Temperature (23-158F), Turbidity (0-4000FNU), Conductivity (0-200mS/cm), Specific Conductance (0-200 mS/cm), Resistivity (0-2 Mohms), Salinity (0-70 ppt), Water Density 0.0 -50.0 sigma), pH (0-14), ORP (-1999-+1999 mV), Ammonium (0-200mg/L), Nitrate (0-200mg/L), Chloride (0-18000mg/L), Total Dissolved Solids (TDS) (0 to 100 g/L), Total Suspended Solids (TSS) 0-30000 mg/L), Depth, Barometer (375-825 mmHg). Market research indicates the only source for a product meeting these specifications is Xylem.
