- Solicitation #: N00173-20-RFI-AN202 Procurement Type: Special Notice Title: Accurion, Inc � EP4 instrument base NAICS: 541990�� All Other Professional, Scientific, and Technical Services Classification Code: 7030 � Information Technology Software Response Date: 22 September 2020 Primary Point of Contact: Adam Neiman, Adam.Neiman@nrl.navy.mil Description: This is a Justification for Other Than Full and Open Competition (JOFOC) to enter into a sole source contract with Accurion, Inc � EP4 instrument base. The proposed vendor is the only authorized provider of this equipment, which is required in order for NRL to support its sponsors research and development needs. The requirements are as follows: The ellipsometer features must provide a spatial this resolution system: less than 4 �m. The spectral range of the system must span 400nm to greater than 2000nm. The system must provide capability to measure index in sample temperature >500 degrees Celsius. The system must allow for elimination of back side reflection from transparent samples. The system must have the capability to do Mueller Matrix Ellipsometry to me sure anisotropic effects.� This notice is being published by NRL in accordance with Federal Acquisition Regulation (FAR) Par 5.201 requiring notice of a proposed contract action. The statutory authority for this sole source action is 41 U.S.C. 3304(a)(1) as implemented by FAR 6.302-1. The contemplated contract will be a Firm Fixed Price (FFP) type action.� This notice is NOT a request for proposals or competitive offers. However, the Government shall consider all responses received within five days of this posting. Interested parties may identify their interest and capability to respond to the requirement. A determination by the Government to compete, or not, will be based on the responses received, and is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement. NRL is not responsible for any costs incurred by interested parties in responding to this notice. Only submissions to the contracting office POC shall be considered.
