- Solicitation #: N00173-20-RFI-AN01 Procurement Type: Special Notice Title: Newport Corporation- Laser for Remote Sensing of Turbulence Mixing NAICS: 511210 - Software Publishers Classification Code: 7030 � Information Technology Software Response Date: 22 September 2020 Primary Point of Contact: Adam Neiman, Adam.Neiman@nrl.navy.mil Description: This is a Justification for Other Than Full and Open Competition (JOFOC) to enter into a sole source contract with Newport Corpora for Laser for Remote Sensing of Turbulence Mixing. The proposed vendor is the only authorized provider of this equipment, which is required in order for NRL to support its sponsors research and development needs. The equipment is as follows: SPONE-8-SHG SPIRIT One: Flexible, Compact, High Power Ultrafast Laser with integrated SHG. Compact, sealed, monolithic DPSS Yb femtosecond laser incl. built-in power attenuator and pulse selector to enable external triggering, integrated electronics, and a closed- loop chiller for temperature stabilization. SPECIFICATIONS - Average power,1040 nm:> 8 W - Average power,520 nm:> 4 W@ 200 kHz - Maximum pulse energy: > 40 �J@ 200 kHz (1040 nm) Pulse duration:100 W@ 1 MHz - Pulse energy, 1030nm: > 100 �J@ 1 MHz or >10 �J@ 10 MHz - Average power, 515 nm: >50 W@ 1 MHz - Pulse Energy, 515 nm: >50 �J@ 1 MHz or >5 �J@ 10 MHz Pulse duration:< 400 fs - Pulse repetition rate:Single shot-10 MHz Spatial Mode:TEMOO, M2 <1.2 NS-SPIRIT���� Non-Standard modification to provide similar and simultaneous output power for 1040 nm and 520 nm beams. This notice is being published by NRL in accordance with Federal Acquisition Regulation (FAR) Par 5.201 requiring notice of a proposed contract action. The statutory authority for this sole source action is 41 U.S.C. 3304(a)(1) as implemented by FAR 6.302-1. The contemplated contract will be a Firm Fixed Price (FFP) type action.� This notice is NOT a request for proposals or competitive offers. However, the Government shall consider all responses received within five days of this posting. Interested parties may identify their interest and capability to respond to the requirement. A determination by the Government to compete, or not, will be based on the responses received, and is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement. NRL is not responsible for any costs incurred by interested parties in responding to this notice. Only submissions to the contracting office POC shall be considered.
