Description
INTENT TO SOLE SOURCE The Department of Veterans Affairs, Network Contracting Office 5, intends to enter into a sole source procurement for a (TRM Plus and TRMSQL Plus Telecare software) for the Martinsburg VA Medical Center, 510 Butler Ave, Martinsburg WV 25405. In accordance with 41 U.S.C. 3304(a)(5), 38 U.S.C. 8127(b), as implemented by FAR 6.302-5 (Authorized or Required by Statute), and under the authority of VAAR 819.7007, Sole Source Awards to a Verified Service-Disabled Veteran-Owned Small Business, the Department of Veterans Affairs intends to award a sole source, firm-fixed price purchase order to Company Name: Minburn Technology Group Address: 10113 MINBURN ST Great Falls, Virginia 22066 Phone: 7036260284 The associated North American Industry Classification System (NAICS) Code is (541519) and the Business Size Standard is (150) employees. It is the Government s belief that the TRM Plus and TRMSQL Plus, which are highly specialized software used by Telecare staff to provide telephone triage and informational services to Veterans, meeting Veterans Health Administration (VHA) Directive 2007-033 for 24/7 access to medical advice. It is in Medical center and patients best interest to stay with current vendor utilize our standardized already created tools and templates. All our nurses who work the medical advice line are used to specific templates and they should not be changed. Creating this rework is just inefficient, unnecessary, will affect patient care, and is more costly to the government at the Martinsburg VAMC. The estimated value of this acquisition is a 12-month software subscription approximately cost ($117K). The estimated award date is on or before (9/25/2020). This notice of intent is not a request for competitive proposals or quotes. Interested parties may identify their interest and capability to respond to the requirement. A determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Interested persons may identify their interests and capability to respond to this requirement no later than 1:00 PM Eastern Time, (9/23/2020). Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to meet the subject requirement. This information shall be provided at no cost or obligation to the Government.
