This is not a request for quotes. A determination not to compete is solely within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses received will be for the sole purpose of market research for future requirements. Under Simplified Acquisition Procedures (SAP), Fish & Wildlife Services, Region 7 Contracting and General Services intends to issue a sole source, firm-fixed price order to: COMPANY: ABR, INC DUNS: 038523239 FOR : $181,095.00 ON: 09/21/2020 NAICS: 541620 Environmental consulting services AUTHORITY: 8.405-6(a)(2) Limited Sources Justification and Approval 13.106(b) Soliciting from a single source Determinations not to compete this proposed procurement were made because: The Alaska breeding population of Steller's Eider (Polysticta stelleri) was classified as threatened under the Endangered Species Act in June 1997. Recent records suggest that the species' current breeding range in northern Alaska has been greatly reduced and now is restricted mostly to the vicinity of Barrow. ABR, Inc. has conducted these surveys since they began in 1999, the consistency of this research project depends on ABR, Inc.'s continued involvement for its successful completion. This research has been ongoing since 1999 and has been conducted by ABR Inc. for all 21 years of data collection. These birds are very rare and few people have surveyed for them so it is imperative that the same contractor be used for the project to ensure data consistency and project integrity. Additionally, experience identifying this rare species is required and ABR, Inc. provides for the experience needed. The USFWS and BLM have been supporting this study since 1999 and has been using ABR, Inc. as the contracted vendor since that time.
