- This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Subpart 12.6, using Simplified Acquisition Procedures found at FAR Part 13, as supplemented with the additional information included in this notice. This announcement constitutes the only solicitation; a written solicitation will not be issued. PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted on both Contract Opportunities (https://beta.sam.gov/) and NECO (http://www.neco.navy.mil/). The Solicitation number, N0018920QZ475. The proposed contract action is for commercial SERVICES. The NAICS code is 485999 and the Small Business Standard is $16.5 Million. This solicitation documents and incorporates provisions and clauses in effect through FAC 2020-07 and DFARS Change Notice 20200831. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: https://www.acquisition.gov/browse/index/far https://www.acq.osd.mil/dpap/dars/dfarspgi/current/ The NAVSUP FLC Norfolk Philadelphia Office intends to solicit State of Illinois Toll Highway Authority (CAGE: 1GVD4) on a sole source basis. The proposed acquisition is for Toll Payment Services for a base period of 12 months running 01 October 2020 � 31 September 2021, along with (4) one year option periods and (1) six month option period. This action will result in a Firm Fixed price contract. The proposed contract action is for SERVICES for which the Government intends to solicit and negotiate with only one source, State of Illinois Toll Highway Authority (CAGE: 1GVD4), IAW FAR 13.106(b)(1). No other contractor was identified during market research who can meet the Navy�s need. As highway toll collection services are operated by the State, only the Illinois State Highway authority can provide the subject services. Interested persons may submit a capability statement by the specified response date. This notice of intent is not a request for quotes from any source other than State of Illinois Toll Highway Authority (CAGE: 1GVD4). However, the Government will consider information received by the specified response date. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The Requirements Statement is as follows (Section B): Scope: Contractor shall provide highway toll payment services to NTA Great Lakes for the region of Illinois, Wisconsin, and Michigan utilizing the I Pass system.
