Description
The National Guard Bureau (NGB) intends to award a sole source for the Bird Aircraft Strike Hazard Services (BASH) with a period of performance from 29 September 2020 to 28 March 2021. These Services provides technical knowledge, senior staff experience, education, and skills in the area of Bird/Wildlife Aircraft Strike (IB/WASH) management plans and environmental assessments of airfields utilized by the Air National Guard. The Air National Guard (ANG) flying units and airfields controlled by the ANG are required by Air Force Instruction (AFI) 91-202 to have a Bird/Wildlife Aircraft Strike Hazard (BASH) Plan at each unit and/or active airfield.� To meet this requirement, the ANG must contract for a Federal Aviation Administration (FAA) Qualified Airport Wildlife Biologist to assess ANG airfields, recommend mitigation strategies and prepare the appropriate documents.� NGB intends to award this sole source contract to SES Energy Services, LLC, because it is vital for services to remain with the incumbent contractor as they are the only responsible source and no other services will satisfy agency requirements IAW 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1(a)(2)(iii)(B). This increased effort was unforeseen at the original time of solicitation/award of the incumbent contract (W9133L15R00FY15).� Competition was not sought for this requirement as the Government is currently finalizing a competitive acquisition for the follow-on requirement and anticipates award no later than April 2021. In accordance with the Defense Federal Acquisition Regulation Supplement (DFARS), Part 206 Competition Requirements, PGI 206.302-1 when utilizing the authority at FAR 6.302-1, the contracting officer shall post a request for information or a sources sought notice, and shall include the results of this inquiry in the justification required by FAR 6.303. This notice of intent is not a request for quote/proposal. Any interested party that believes it is capable of meeting the Technical Staff and Support Services requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 1500 ET on 28 September 2020. Responses must be submitted in writing to the Contracting Officer, Mr. Eddie H. McGrail, via email at Edward.h.mcgrail2.civ@mail.mil and the Contract Specialist, LTC Tanya MIxson, via email at tanya.l.mixson.mil@mail.mil no later than the time and date noted above. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
