**ATTENTION** ALL FORMAL COMMUNCIATION RELATED TO THIS ACQUISITION MUST BE DIRECTED TO:�JOSHUA HOWELL, CONTRACT SPECIALIST, ARMY CONTRACTING COMMAND - REDSTONE; EMAIL: JOSHUA.L.HOWELL14.CIV@MAIL.MIL. NO TELEPHONE CALLS WILL BE ACCEPTED. The Army Contracting Command - Redstone proposes to issue solicitation number W58RGZ-20-R-0307 for a new purchase of Empower Software for firm fixed price (FFP) contract. This requirement is for the purchase of components for Product Manager Aircraft Survivability Equipment (PM ASE). The action is a sole source requirement for the needs to procure Standard application annual license support and maintenance for PM ASE.� Four (4) Annual license includes Empower Server access, Empower Software application releases, Post GO-Live Support, Training, and Maintance. The proposed contractor is Encore Analytics LLC., 2522 N. Proctor St. Unit 368 Tacoma, WA, 98406-5338, Commercial and Government Entity (CAGE) Code: 6YYT1. The statutory authority permitting other than full and open competition is 10 United States Code (USC) 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1 (a)(2)ii entitled, �Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.� Interested firms may identify their interest and capability to respond to this requirement or submit a proposal. This is NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTES. However, all proposals received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
