- Combined Synopsis/Solicitation � FA930120Q0017 (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) Solicitation number FA9301-20-Q-0017 is issued as a request for quotation (RFQ). (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2020-08, DPN 20200831, AFAC 2019-1001 (iv) This solicitation is set aside 100% for Small Business. The applicable NAICS is 315990 and small business size standard is 500 employees. (v) Solicitation contract line item number structure: Item Number � Description � Qty/Unit of measure CLIN 0001 - EMS Jackets that meets NFPA-1999 requirement. To include sizing, and shipping. � 95 EA (vi) Description of requirement: EMS jackets that meets NFPA-1999 requirement. Jacket Features to Include: � Fully-sealed 3.5 oz/yd2 Navy Blue vapor-permeable, liquid and blood-borne pathogen protection � NFPA-1999 (2018 ed.) certified � Breathable mesh liner with inside barrier inspection/access port � 1.5� lime yellow and silver reflective sewn-on fabric triple trim encircles jacket cuffs and jacket body around chest and back � Heavy-duty lock-stitch closure stitch � All stress points to be bar tacked (28-stitch tack) � All seams to be heat-welded and sealed � Lie down collar � Water-resistant zipper and one-piece front flap with hook & loop closure � Two semi-bellows front hip pockets with top flaps and hand-warmers � Medium radio pocket with mic tab on the left chest � Adjustable elastic sleeve cuffs with hook & loop tabs The sizing for the jackets is TBD after award Contractor to provide sizing kit and/or instructions after award Pricing must include all shipping/delivery costs Unit price must be inclusive of all possible sizes � one price for all sizes. (vii) All work is to be complete no later than 60 Days After Receipt of Order. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial applies to this solicitation. (ix) The provision at 52.212-2, Evaluation-Commercial Items applies to this solicitation. Offers will be evaluated base on: (a) Price (b) Technical acceptability The award will be made to the lowest price technically acceptable offeror. �(x) All offerors must include a copy of provision 52.212-3, Representations and Certifications-Commercial Items, with their offer or have it completed and available through SAM.gov. Additionally, all offerors must complete and submit a copy of provision 52.204-24, Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment, with their offer. (xi) The clause at 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. (xii) The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. Additional clauses within 52.212-5 applicable to this solicitation are enumerated within the attached model contract solicitation. (xiii) Additional contract requirements, the clauses and provisions determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices are enumerated within the attached model contract solicitation. (xiv) The Defense Priorities and Allocations System (DPAS) is not applicable to this solicitation.
