This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. 2. This is solicitation FA940120QZ006, and is being issued as a Request for Quotation (RFQ). 3. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2020-07/08/31-2020. 4. The North American Industry Classification System Code (NAICS) is 811111 with a size standard of $8.0M. 5. Line Item Number and Items, Quantities, and Unit of Measure ����������� CLIN 0001 Alignment Machine, 1 Each 6. Description of requirements for the item ����������� R1080Plus Baysaver 3D Wheel Alignment System (Manufactured by Rotary/Vehicle Service Group) OR EQUAL ����������� -Runs on Windows 10 ����������� -VIN scanner ����������� -Eight (8) extended arms ����������� -Five (5) years vehicle data updates ����������� -3-year warranty ����������� -Installation at Kirtland Air Force Base (KAFB) ����������� -Training for personnel at KAFB how to use the system 7. Delivery and acceptance will occur at KAFB. This is FOB Destination. 8. The provision at 52.212-1, Instructions to Offerors-Commercial (DEVIATION 2018-O0018), applies to this acquisition. 9. Quotes will be evaluated on the basis of lowest price technically acceptable. Technical acceptability will be determined on conformance to the description of the required item (#6 above). 10. A signed copy of provision FAR 52.204-24 (August 2020) shall be submitted with the quote. Offerors shall also include a completed copy of the provision FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, if the provision is not available as part of the offeror�s record in System for Award Management (SAM). 11. The clause FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. An addenda to FAR 52.212-4(o), warranty, shall be attached to the resulting purchase order as: Rotary Warranty Statement (commercial warranty). The serialized wheel alignment system are covered under warranty for a period of three years to the original owner.� Important: The warranty period begins once the product is invoiced to an authorized Distributor/ Purchaser/ Account.� This date can be adjusted by submitting to VSG Customer Service the Warranty Activation Form indicating either the installation date or proof of retail purchase date. This warranty covers any failure of the serialized product under normal use and service, caused by a defect in VSG material or factory workmanship (�Warrantable Failure�). VSG shall pay for reasonable costs of transportation and labor for replacement of warrantable parts only during the first 12 months of the warranty period. Accessories are warranted to the original owner for a period of one year from the retail invoice date. If a retail invoice cannot be produced, the date of the original VSG invoice shall initiate the one-year warranty period.� ? VSG warrants against defects in material and factory workmanship only. VSG does not cover wear or wear out of covered parts due to normal wear and tear.? VSG, at its option, will repair or replace any part that is found to have failed due to a Warrantable Failure. VSG, at its discretion, may require the part returned to VSG for inspection to determine warrantability.? This warranty does not cover normal maintenance or adjustments, including routine calibrations, remedies for routine maintenance; damage or malfunction caused by, but not limited to improper handling, installation, abuse, misuse, negligence, carelessness of operation; or force majeure events. In addition, this warranty does not cover equipment on which unauthorized repairs or alterations have been attempted and/or made to the product.? This warranty is exclusive and all other expressed or implied warranties including merchantability or fitness for a particular purpose are hereby expressly excluded. The remedies described are exclusive and in no event shall VSG be liable for any special, consequential, or incidental damages of any kind including but not limited to damages for breach of or delay in performance of the warranty. ? 12. (c) Any contract resulting from this solicitation will include the Transportation of Supplies by Sea clause. -AFFARS 5352.201-9101 AFGSC OMBUDSMAN (Oct 2019) (a) An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern. (b) Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
