- Description
- The NATO Communications and Information Agency (NCI Agency) intends to issue an Invitation For Bids (IFB) for the enhancement of the Ballistic Missile Defense (BMD) Air Integrated Training Capability (ITC) to deliver the Air and Missile Defense (AMD) Simulation System within Ballistic Missile Defense (BMD) Increment 1 functions in Education, Training, Exercise and Evaluation (ETEE) Functional Services (FS). The project will implement an enhancement of the existing Air ITC to deliver a new AMD simulation version 1.0.� The contracted work will be performed in an iterative manner using the agile/Scrum approach for the software implementation portion of the effort. The period of contract performance is anticipated to be approximately four years, including one year of initial operating support. With the aim to prevent an organizational conflict of interest in industrial roles under the BMD Increment 1 Functions in ETEE FS project, the NATO authorities authorizing this project have directed that Bidders and their prospective Sub-Contractors shall be excluded from participation in the NCI Agency project under IFB-CO-115115-ETEE entitled �BMD Increment 1 Functions In ETEE FS - WP4 Operational Assurance & Test�. The reference for the IFB is IFB-CO-115113-ETEE, and all correspondence concerning the IFB should reference this number. Potential U.S. prime contractors must 1) maintain a professionally active facility (office, factory, laboratory, etc.) within the United States, 2) be pre-approved for participation in NATO International Competitive Bidding (ICB), and 3) be issued a Declaration of Eligibilty (DOE) by the U.S. Government.� � The IFB for this procurement will contain mandatory compliance criteria which requires Bidders on this project to already possess, and be able to demonstrate, expert knowledge and experience in the simulation of BMD. Knowledge of the FLAMES simulation framework will also be required. The successful bidder may be required to handle and store information up to the level of NATO RESTRICTED. In addition, contractor personnel will be required to work unescorted in Class II Security areas and, therefore, will be required to hold individual security clearances at the level of SECRET. Partial bidding will not be allowed. The successful bid for the contract will be the bid that is deemed to offer the best value in accordance with predefined bid evaluation criteria, which will be detailed in the IFB. The top-level criteria weightings for both contracts will be 40% Price and 60% Technical. SUMMARY OF REQUIREMENTS Please see attached. BECOMING ELIGIBLE TO BID NATO ICB requires that the U.S. Government issue a DOE for potential U.S. prime contractors interested in this project. Before the U.S. Government can do so, however, the U.S. firm must be approved for participation in NATO ICB.� U.S. firms are approved for NATO ICB on a facility-by-facility basis. The U.S. NATO ICB application is a one-time application.� The application requires supporting documentation in the form of 1) a company resume or capability statement indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities � The Department of Commerce (DOC) is the U.S. Government agency that approves NATO ICB applications. Please submit to the email address provided your application and supporting documentation (as attachments). If your firm is interested in a specific NATO ICB project at this time, please also include the following in the text of your email: � - the title and/or solicitation number of the project - the name/phone/email of the company employee who should receive the bid documents After approval of your one-time NATO ICB application, DOC will then know to follow up by issuing a DOE for the project.� DOC will transmit the DOE to the NATO contracting agency.� IMPORTANT DATES: Request from DOC that a DOE be issued (and, for firms new to NATO ICB, submit the completed one-time NATO ICB application): 19 October 2020 NCI Agency issues IFB (planned): December 2020 Bid Closing (target): > 84 days from issuance of IFB Contract Award (anticipated): December 2021 Period of Performance (expected): Q4 2021 to Q4 2025
