Description
Headquarters Allied Joint Force Command Naples (JFC Naples) intends to issue an Invitation for International Proposal (IFIP) for the establishment of an Iraq Nationwide Public Opinion Research (INPOR) program. Potential U.S. prime contractors must 1) maintain a professionally active facility within the United States; 2) be approved for participation in NATO International Competitve Bidding (ICB); 3) be issued a Declaration of Eligibility (DOE) by the U.S. Government; and 4) have performed at least one contract within the last five years substantially similar in scope and in magnitude to the requirement described in the solicitation. Partial bidding is not authorized.� This will be a Firm Fixed Price and Indefinite Delivery / Indefinite Quantity (ID/IQ) contract The reference for the IFIP is IFIP-ACO-NAP-20-21 and all correspondence regarding the IFIP should include that reference.� REQUIREMENT The purpose of this Invitation for International Proposal (IFIP) is to award a contract for the establishment of a public opinion survey program in support of the NATO Mission Iraq (NMI). The contractor will be responsible in full for the services provided and for the management and technical requirements connected to service provision. BECOMING ELIGIBLE TO BID�� NATO ICB requires that the U.S. Government issue a DOE for potential U.S. prime contractors interested in this contract. Before the U.S. Government can do so, however, the U.S. firm must be approved for participation in NATO ICB. �U.S. firms are approved for NATO ICB on a facility-by-facility basis. The U.S. NATO ICB application is a one-time application. �The application requires supporting documentation in the form of 1) a company resume or capability statement indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. U.S. firms can download a copy of the U.S. NATO ICB application from the following website: http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities� The application and supporting documentation may be submitted as e-mail attachments. �If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the contract - the name/phone/FAX/email of the company point of contact for the bid documents After approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a DOE for the contract. �The Department of Commerce will transmit the DOE to the NATO contracting entity.� IMPORTANT DATES U.S. firms should request a DOE (and, for U.S. firms new to NATO ICB, submit the one-time NATO ICB application): 08 October 2020 JFC Naples issues IFIP (planned): 28 October 2020 JFC Naples will directly e-mail this IFIP to all firms that have been issued a DOE for this opportunity. Bid closing (planned): 14 December 2020 Period of Performance: One Base Period: 01 February 2021 - 31 December 2021 with a further four (4) one-year extension options
