- PUBLIC NOTICE September 22, 2020 This document serves to provide public notice of the Government�s intent to issue a sole source award to ProQuest, LLC. A solicitation document will not be issued and proposals will not be requested. The Acquisition Services Directorate, Interior Business Center, intends to award on a noncompetitive basis, in accordance with FAR 16.505(b)(2)(i)(B) to Pro Quest, LLC located at 789 Eisenhower Parkway Ann Arbor, MI. Only one responsible source will satisfy the agency requirement. This is a notice of intent in accordance with FAR 5.101 and 5.207. DESCRIPTION: This is a public notice for a Single Source procurement using Simplified Acquisition Procedures via a firm fixed price contract (FFP) with ProQuest LLC for a perpetual license use of ProQuest Black Studies for the Department of the Interior (DOI), Office of Facilities and Administrative Services located at 1849 C Street, NW, Washington, D.C. The anticipated award date is September 23, 2019. ProQuest�s Black Studies in Video � Black Studies in Video is an award-winning black studies portfolio that brings together seminal documentaries, powerful interviews, and previously unavailable archival footage surveying the black experience. The collection contains 500 hours of film covering African American history, politics, art and culture, family structure, gender relationships, and social and economic issues. Once purchased, permanent access to the Black Studies in Video collection would be available to all DOI employees at their computer workstations through the DOI Library website. Departmental historians and researchers require access to primary and secondary materials documenting African American history and culture to successfully tell the story of the Black experience in America. These materials include exclusive interviews and oral histories not found within any other single online database collection. This purchase will be composed of a Perpetual License for Black Studies in Video and a Stand Alone Continuing Service Fee so that ProQuest can host the videos on their servers. The service fee will come with a one (1) year period of performance. ProQuest is the only one source capable of providing a perpetual license for Black Studies to OFAS.
