Description
This is a combined Request for Information (RFI)/Source Sought and Synopsis for an anticipated NRL contracting action, pursuant to Federal Acquisition Regulation (FAR) 15.201(e) and�in accordance with FAR 5.201(b)(1). The Government does not intend to award a contract on the basis of this RFI or to otherwise pay for the information solicited, except as an allowable cost under other contracts as provided in FAR 31.205-18, Bid and proposal costs. Although ""proposal"" and ""Offeror"" are used in this RFI, your response will be treated as information only. It shall NOT be used as a proposal and this posting is NOT a solicitation for proposals. � The Naval Research Laboratory�s Space Science Division (NRL-SSD) conducts research in the fields of astronomy and astrophysics, solar-terrestrial physics, and atmospheric science of both the earth and other planets. Satellites, rockets, and ground-based facilities are used to observe the composition and structure of the neutral atmosphere and ionosphere over the altitude region from 0-500 km. Computer models of varying complexity are used to understand key radiative, photochemical, and dynamical processes and predict sources of geophysical variability in the altitude region from 0-500 km. The results of this research promote improved understanding of natural solar and geophysical variability throughout this extended operational environment that are of importance for a wide range of Navy and DoD applications involving, e.g., radio communications, the operation of ships and aircraft, and protection of assets in the near space environment. In order to carry out such investigations pertaining to this solicitation, research and development (R&D) support is needed for existing and planned future satellite-based remote sensing systems, for investigating new remote sensing methods, for first-principles modeling of atmospheric processes, and for emerging whole-atmosphere data assimilation and modeling systems. Detailed descriptions of specific areas requiring research and development (R&D) support can be found in the attached Statement of Work. Further, descriptions of qualified personnel required to support this contract action are also attached in the Personnel Qualifications document. NRL is seeking sources capable of providing the necessary R&D expertise to support ongoing experimental and theoretical research projects at NRL-SSD using both on-site and off-site personnel. Experimental support requires expertise in project management that includes requirements management, systems analysis, design, testing, and user support. Experimental support also requires expertise in the calibration, upgrades, repairs, refurbishment, and flat fielding of optical systems. Theoretical support requires expertise in numerical modeling of terrestrial and planetary atmospheric processes, development and application of both active and passive remote sensing techniques encompassing the entire electromagnetic spectrum, advanced data assimilation techniques, analysis of both solar and terrestrial remote sensing data sets, and application The contractor shall provide hardware engineering, software engineering, scientific computation and analysis, and project coordination in support of both current and planned future research and operational satellite-based instruments for remote sensing of the composition and structure of both the neutral atmosphere and the thermosphere/ionosphere system. The contractor shall provide scientific and computational expertise for theoretical investigations involving numerical modeling and data analysis of terrestrial, solar, and planetary atmospheres. The contractor also shall provide support for radio signal analysis. Contractor Response: This is an initial posting related to this potential requirement. The intent of this RFI/Source Sought is to gauge industry interest, capabilities and relevant experience to support NRL personnel in performing the task areas listed above. A Statement of Work�and Personnel Qualifications document is immediately shared for potential sources review and consideration when reviewing this posting and completing their Capability Statement. If your organization has the capability of performing these services NRL asks that interested parties, at a minimum, supply the following information in the form of a Capabilities Statement: Business name and address; Name of company representative, business title and email; Telephone number, address, and e-mail address of POC Large or Small Business Size and Type of Small Business (if applicable); Cage Code; DUNS Number; Interested businesses should submit a brief Capabilities Statement package (no more than five pages) demonstrating their ability to perform the services required under this posting. Demonstrated past performance providing similar services should be detailed, if applicable. � Submission of Information: All information and data received in response to this posting marked or designated as corporate or proprietary information will be protected as such.
