Description
The contractor shall provide, install, test, integrate, and make fully operational the Avigilon access control system using hardware and software products identified below and that are fully compliant with Homeland Security Presidential Directive (HSPD-12) and Federal Information Processing Standard Publication FIPS) 201 II. PRICE The contactor shall also provide warranty technical support services on supplies, installation, integration, and operation of the newly updated and acquired hardware and software products; including furnish, installation, testing and make fully operational loaner, spare, and replacement parts. All products, parts, services, and warranties shall be consistent with industry standards and original equipment manufacturer (OEM) guidelines. �However, industry standards that do not void OEM warranty(ies) shall take precedence over non-industry standards and OEM guidelines. The contractor shall demonstrate successful operational testing of all system devices installed or replaced on the operational security system. The Contractor shall also provide telephone and onsite warranty and technical support shall be 24x7x365/6 on a per call basis. 4.0 Tasks The contractor shall provide all licenses, labor, supervision, personnel, hardware and software products and parts necessary to successfully perform installation, testing, repairs, replacement, and warranty service requirements identified in this Statement of Work (SOW) ensuring 24x7x365/6 system operations of the installed automated access control system. Project Completion 12/18/2020 Task 4.5 Provide Basic User Orientation and System Troubleshooting (Oral Instructions) and Written OEM User Instruction Manuals Upon Successful Installation and System Operation Task 4.6 Warranty Product Registration, OEM Warranty, Per-Call and Onsite Technical Support 3 Year Following Successful Delivery& Installation * ARO - After Receipt of Order ** Initial deliverables shall be in contractor format. 4.1 - Conduct and Document Physical Site Survey, System Operation, and Compatibility Analysis The contractor shall conduct a physical site survey, verify, and document the dimensions and physical location where the new Avigilon acquired system is to be installed, connected, upgraded and made fully operational with the existing NLRB Government owned PACS hardware and camera system. The contractor shall also inspect, verify, and document the operational condition of the existing NLRB physical access control system (PACS); and prior to purchase, installation, and integration the contractor shall verify that the new hardware and software products will be fully compatible and operational with the existing NLRB Avigilon PACS system without any operational degradation. Deliverables: Results of Site Survey and System Design Diagram - 14 Days ARO Results of NLRB PACS Operational Inspection - 14 Days ARO 2 - Commercial-off-the-shelf (COTS Access Control System Product Recommendation(s) The contractor shall upgrade the Avigilon access control system device(s) and software product(s) from the list of products found on the General Services Administration (GSA) Approved Products List (APL); and are Homeland Security Presidential Directive (HSPD-12) and Federal Information Processing Standard Publication (FIPS) 201 II compliant. The contractor shall ensure that the recommended products are also fully compatible with Avigilon software and can be made fully operational with the existing NLRB PACS without any system operational degradation and do not violate any existing OEM warranties and/or service agreements. Deliverables: Recommended Avigilon access control hardware and software products and specifications - 14 Days ARO 3 - Develop and Deliver a Project Plan and Project Schedule (WBS Level III) The contractor shall develop and deliver a project plan and schedule (WBS Level III) that includes order, delivery, installation, verification, testing, and integration of the newly upgraded and acquired Avigilon software system with the existing NLRB PACS. Deliverables: Project Plan and Project Schedule (WBS Level III) - Initial Draft 14 Days ARO; Final 21 Days ARO 4 - Provide, Install, Test, Integrate, and Demonstrate Successful System Operation The contractor shall provide, install, test, and demonstrate complete and successful system operation of the newly provided access control system devices with the existing NLRB PACS. Deliverables: Project Plan and Project Schedule (WBS Level III) - Initial Draft 14 Days ARO; Final version 21 Days ARO 5 - Provide Basic User Orientation and System Troubleshooting (Oral Instructions) and Written OEM User Instruction Manuals, The contractor shall provide clear and basic hands-on user orientation instructions on basic system operations and troubleshooting; and refresher orientation training during site visits when hardware and/or software system changes occur. Deliverables: Basic user Orientation and System Troubleshooting Instructions - Upon Successful Installation; OEM User Instruction Manuals - Upon Successful Installation and System Operation 6 - Warranty Product Registration, OEM Warranty, Per-Call and Onsite Technical Support, The contractor shall register all hardware products and software licenses delivered and accepted by the Government to the National Labor Relations Board (NLRB), 1015 Half Street SE, 3rd Floor, Washington, DC 20570; and provide the standard OEM warranty and three (3) year per-call and/or onsite technical support services necessary to ensure the delivered system components remain fully operational 24x7x365/6. The contractor shall document, track, and respond to requests for service or assistance and provide per-call telephone support between the hours of 8:00am to 5:00pm (EST) Monday through Friday, excluding Government holidays and closures; and provide onsite technical support, including parts and services, between the hours of 8:00am to 3:00pm (EST) until each incident is resolved satisfactorily. The contractor shall also remain current on GSA system standards and OEM parts, service, and maintenance notifications; and ensure that delivered system remains current according GSA or other federal mandates and OEM guidelines.
