- THIS NOTICE OF INTENT IS NOT A REQUEST FOR PROPOSALS. This notice is for informational purposes only and is not to be construed as a commitment by the Government. Vendors that believe they can provide the services listed above are invited to submit substantiating documentation in writing to the identified point of contact. This procurement will be processed pursuant to FAR part 12 and Part 13.5. No solicitation will be issued. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. A determination by the Government to compete this proposed contract based on responses to this notice is solely at the discretion of the Government. Responses are to be received within 3 days of this notice. No telephone calls are being accepted. The United States Department of Agriculture (USDA), Agricultural Research Service (ARS), National Agricultural Library (NAL) intends to negotiate and award on a Justification for Other Than Full and Open Competition (JOFOC) basis. �A purchase order will be for a base year and one option year, awarded as a firm fixed price to the Financial Times.� The National Agricultural Library has a requirement to provide Premium continuous electronic access via IP authentication over the Internet to FT.com for all authorized USDA users. All USDA locations worldwide are to be considered authorized premises and USDA employees and contractors, cooperators and volunteers performing the work on behalf of USDA and acting within the scope of their relationship with USDA, as well as onsite visitors to the National Agricultural Library, are considered authorized users. The publisher, the Financial Times, will make content available for delivery over the Internet.� The publisher shall make FT.com content accessible 24 hours per day. Authorized users will be granted access to FT.com through the IP recognition authentication process without any impediments, with rights to use content during the term of subscription. The contents are unique and not available from any other source.� The publisher holds the copyright to the contents.� FT.com is published for economists and those working in finance and is needed by U.S.D.A. researchers and analysts working on economic issues of concern to U.S.D.A. No other source, such as electronic resource providers (aggregators) may deliver contents without a direct license from the publisher. The above publisher is the only source determined capable of supplying NAL�s requirements for immediate and complete electronic access via the Internet for all USDA users to FT.com content.� Because this is copyrighted material, no other sources are authorized to provide access and rights required by the Library. The anticipated date of award will be on or about: 09/30/2020.
