- 2 THIS IS NOT A SOLICITATION ANNOUNCEMENT (NOT A REQUEST FOR BIDS, QUOTES, OR PROPOSALS). THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY; THE PURPOSE OF THIS ANNOUNCEMENT IS FOR MARKET RESEARCH ONLY IN ORDER TO SEEK INFORMATION FROM QUALIFIED BUSINESS FIRMS. RESPONSES TO THIS ANNOUNCEMENT WILL BE USED BY THE GOVERNMENT TO MAKE APPROPRIATE ACQUISITION DECISIONS TO INCLUDE ASSISTANCE WITH IDENTIFYING SOCIO-ECONOMIC SET-ASIDES, IF FEASIBLE, AND DETERMINING POSSIBLE PROCUREMENT PRICING STRUCTURES. A SUBSEQUENT SOLICITATION ANNOUNCEMENT MAY OR MAY NOT FOLLOW. RESPONSES TO THIS ANNOUNCEMENT WILL NOT BE CONSIDERED AS AN ADEQUATE RESPONSE TO ANY FUTURE ANNOUNCEMENT. The Department of Veterans Affairs & VA Black Hills (South Dakota) Healthcare System are conducting a market survey for qualified firms capable of providing the required Reusable Medical Equipment (RME) Room Space Air Flow Testing & Balancing Service for VA Black Hills Health Care System South Dakota as outlined in the STATEMENT OF WORK (SOW) below. Interested and QUALIFIED parties only should provide the following: Company Name, Company Address, Point of Contact (POC), POC phone number, POC email address, company CAGE Code number, company D&B number, Active SAM Registration (Reps and Certs), and capability statement for the services as stated in the SOW Summary below. Responses to this notice should include three customer references to whom you have provided similar services, copies of applicable licensing, and the size of your business pursuant to the following questions: (1) Is your business large, small, or SD/VOSB-certified (via VIP)? (2) If small, does your firm qualify as a small, emerging business, or small disadvantaged business? (3) If disadvantaged, specify under which disadvantaged group, and if your firm is certified under Section 8(a) of the Small Business Act. (4) Is your firm a certified hubzone firm? (5) Is your firm a woman-owned or operated business? (6) Is your firm a VetBiz VIP-certified, Service-Disabled VOSB or Veteran-Owned Small Business? Those who choose to identify their qualifications and interest to provide the requested service should respond to this announcement via email to Angela Beck at angela.beck@va.gov no later than October 2, 2020 before 1:00 PM Mountain Time. This notice shall not be construed as a commitment by the Government to ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. All information submitted in response to this announcement is voluntary; the Government will not pay for information requested nor will it compensate any respondent for any cost incurred developing information provided to the Government. STATEMENT OF WORK Reusable Medical Equipment (RME) Room Space Air Flow Testing & Balancing Service for VA Black Hills Health Care System South Dakota This service consists of conducting testing, adjusting, and balancing of environmental systems and conditions at Fort Meade, SD; Rapid City, SD CBOC; and Hot Springs, SD. The Contractor shall provide a thorough report of the testing method(s), findings, and recommendations in accordance with specifications and attachments. The Contractor shall provide all labor, materials, tools and equipment, insurance, and necessary supervision and QC to perform all work associated with this service as indicated in the contract documents. The term COR and Resident Engineer found in the scope of work, specifications, or other contract documents shall refer to the same individual for the purposes of this contract. The primary purpose of this contract is to accomplish testing air flow characteristics of rooms associated with the storage of sensitive materials. The frequency of complete testing of the facilities shall be semi-annually with one set of testing being completed in July or August and a second set of testing being completed in January or February. The report shall be provided NLT 30 calendars after testing has been completed on the entire facility. The report will be given to the COR for review prior to invoicing. Contractor must coordinate and provide a schedule for allocated days to the COR a minimum of 14 days prior to testing for the complete testing and schedule must be approved by the COR. COR may adjust up to 15% change from approximate rooms called out for each site without an adjustment to price. Testing criteria shall adhere to Interim Guidance for Heating, Ventilation, and Air Conditioning (HVAC) Requirements Related to Reusable Medical Equipment (RME) Reprocessing and Storage . Follow-up testing and associated reports shall be included with the service in accordance with site requirements. Follow-up test reports shall be provided with-in 15 calendar days of completed testing at a site, see attachments. COR shall provide list of rooms to the contractor for testing. Contractor shall conduct testing with-in 30 calendar days of the COR providing a list. Contractor must coordinate and provide a schedule for allocated days to the COR a minimum of 3 calendar days prior to testing and the schedule must be approved by the COR. If a room fails to meet criteria, the contractor shall notify the COR and schedule a follow up visit to conduct a complete testing, adjusting, and balancing of the air system containing the failed room. This follow up visit shall occur no later than 30 days after the failed testing. Adjusting and balancing shall be carried out by VA facilities maintenance personnel. The contractor shall coordinate adjusting and balancing with VA personnel and conduct follow-up testing. Contractor shall allocate for service on Saturday or Federal Holidays in accordance with site requirements, but with COR approval may be adjusted to a weekday. Requirements by site: Fort Meade, SD Approximately 94 rooms/areas (plus/minus 15%) are to be tested in the hospital complex (BLDG 113, 145, and 148), some of the rooms will require gowning up to test, but PPE will be provided. Equipment shall be sanitized before entering certain rooms. (see spreadsheet). Five (5) days will be allocated in JAN/FEB to test the entire facility and 1 of the 5 days shall be allocated for a Saturday or Federal Holiday. Two (2) days will be allocated for follow-up/additional testing between Feb-Jul and 1 of the 2 shall be allocated for Saturday or Federal Holiday. Specific rooms shall be identified by the COR for follow-up testing but will be limited to no more than 40 rooms. Five (5) days will be allocated in JUL/AUG to test the entire facility and 1 of the 5 days shall be allocated for a Saturday or Federal Holiday. Two (2) days will be allocated for follow-up/additional testing between Aug-Jan and 1 of the 2 shall be allocated for Saturday or Federal Holiday. Specific rooms shall be identified by the COR for follow-up testing but will be limited to no more than 40 rooms. Hot Springs, SD Approximately 54 rooms/areas (plus/minus 15%) are to be tested in the hospital complex BLDG 12 or in BLDG 1, some of the rooms will require gowning up to test, but PPE will be provided. Equipment shall be sanitized before entering certain rooms. (see spreadsheet). Three (3) days will be allocated in JAN/FEB to test the entire facility and 1 of the 5 days shall be allocated for a Saturday or Federal Holiday. One (1) day will be allocated for follow-up/additional testing between Feb-Jul and shall be allocated for Saturday or Federal Holiday. Specific rooms shall be identified by the COR for follow-up testing but will be limited to no more than 25 rooms. Three (3) days will be allocated in JUL/AUG to test the entire facility and 1 of the 5 days shall be allocated for a Saturday or Federal Holiday. One (1) day will be allocated for follow-up/additional testing between Aug-Jan and shall be allocated for Saturday or Federal Holiday. Specific rooms shall be identified by the COR for follow-up testing but will be limited to no more than 25 rooms. Rapid City Clinic, SD Approximately 10 rooms/areas are to be tested in the Rapid City CBOC, some of the rooms will require gowning up to test, but PPE will be provided. Equipment shall be sanitized before entering certain rooms. One (1) weekday will be allocated in JAN/FEB to test the entire facility. One (1) weekday day will be allocated for follow-up/additional testing between Feb-Jul. Specific rooms shall be identified by the COR for follow-up testing but will be limited to no more than 10 rooms. One (1) weekday will be allocated in JUL/AUG to test the entire facility. One (1) weekday will be allocated for follow-up/additional testing between Aug-Jan. Specific rooms shall be identified by the COR for follow-up testing but will be limited to no more than 10 rooms.
