Description
NOTICE OF INTENT TO ISSUE SOLE SOURCE AWARD; THIS IS NOT A REQUEST FOR QUOTATIONS. The Contracting Department, NAVSUP Fleet Logistics Center (FLC) Norfolk, VA, 23511-3392, intends to negotiate a firm fixed price contract for the procurement of artifact storage cabinets and shelving, utilizing the procedures under FAR Part 13, Simplified Acquisition Procedures. The Government intends to solicit and negotiate with only one source, Delta Designs, LTD., TOPEKA, KS, 66618-1432. The authority for use of other than full and open competition is FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The applicable NAICS code for this requirement is 337127, Institutional Furniture Manufacturing, and the size standard is 500 employees. GENERAL DESCRIPTION: NAVSUP FLC Norfolk has a requirement to procure museum quality, artifact storage cabinets and open racking in support of the Naval History and Heritage Command (NHHC) Curator Branch (CU), Washington Navy Yard. Market research determined that Delta Designs, LTD. is the original equipment manufacturer (OEM) and the only manufacturer/seller capable of providing and installing the required artifact storage system (closed cabinets and open racking). NHHC�s artifact collection is expanding, and storage space is becoming very sparse. Artifacts are currently being stored on angle iron and plastic shelving that does not meet the professional standard for artifact storage or the criteria set forth in FC 4-760-10N Facilities Criteria for Navy Museums and Historic Resource Facilities. The existing cabinets and shelving utilized at NHHC were manufactured and installed by Delta Designs LTD. Expanding the current Delta Design LTD. cabinet/shelving system ensures that all aspects of the design remain functional and efficient. Procuring the same brand of museum storage ensures uniformity in design, compatibility with the current infrastructure, and seamless continuation in performance. This notice of intent is NOT a request for quotations or proposals, and NO solicitation is available. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. However, the Government will consider all bids, proposals, or quotations received by the closing response date. A determination by the Government not to compete this action based on this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This will be the only notice of the Government's intent to solicit, negotiate, and award to one source, Delta Designs, LTD.
