- Description
- U.S. Army Corps of Engineer, Memphis District (MVM), Contracting Division, intends to solicit and negotiate with only one source pursuant to the authority of FAR 13.501(a). This procurement is for migration credits for impact to the Indiana bat habitat. MVM is required to complete clearing, snagging, and channel cleanout along approximately 30 miles of Ditch 251 and approximately 38.5 miles of Ditch 1 in New Madrid, Stoddard, and Pemiscot Counties, Missouri for the purpose of returning the authorized flood carrying capacity.� Presence of the Indiana bat has been established and must be mitigated per the Environmental Site Assessment (ESA).� Pursuant to the ESA, USACE engaged in formal consultation, and submitted a Biological Assessment to the United States Fish and Wildlife Service (USFWS) per 16 U.S.C. �1536(b).� The USFWS response in the form of a Biological Opinion (BO) requires the purchase of 93 credits from the approved USFWS Range-Wide Indiana Bat In-Lieu Fee Program, sponsored by The Conservation Fund, as a Term & Condition.� The USACE must purchase the 93 ILF credits to fully satisfy the ESA mitigation requirement associated with the operations and maintenance action along Ditches 1 and 251 in the St. Francis Basin prior to 1 November 2020. This action will be conducted in accordance with FAR Parts 12 and 13. This notice is posted for informational purposes only and is not a request for competitive quotes. Prospective firms must identify their interest and provide documentation demonstrating their capability (include detailed technical information and other technical literature) to meet the above requirements by e-mailing Contract Specialist Christopher White at christopher.p.white@usace.army.mil no later than 3:00 p.m. Central Time on October 7, 2020. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Any information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No requests for capability briefings will be honored as a result of this notice. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. If potential offerors choose to submit information, past performance and references regarding capability to perform these services must be provided along with the statement of capability. The Government will not award a contract based on the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary. The Government reserves the right not to compete the proposed purchase order based on responses received to this notice. This item may be awarded without further notice.
