Description
The Recovered Chemical Material Directorate (RCMD) of the Chemical Materials Activity (CMA) has the mission responsibility as mandated by Public Law 102-484 for the disposal of all applicable chemical warfare material (CWM) in a safe and environmentally acceptable manner.� The RCMD has developed various mobile treatment technologies capable of deploying to various geographical locations for disposing of CWM items.� These deployments generate waste that must be managed in accordance with local, state, Federal, and in some instances, international treaty requirements. The contractor will be required to manage the wastes generated from these deployments in accordance with all applicable laws.� The contractor will be responsible for day-to-day management of both permitted and non-permitted hazardous waste storage areas, purchasing the appropriate waste containers to match the anticipated waste streams, conducting Resource Conservation & Recovery Act (RCRA) sampling, contracting with a certified laboratory for the chemical analysis, generating waste profiles and waste manifests, coordinating shipments of the waste to a permitted Treatment, Storage and Disposal Facility (TSDF), and provide documentation from the TSDF's on waste received and final destruction. The CMA has a long history of environmental compliance when it comes to waste management of chemical warfare material.� The contractor should have extensive experience managing CWM waste with an exemplary environmental compliance record, the ability to work with all members of the regulatory community, and have formed a strong relationship with TSDFs throughout the United States. Under this sources sought synopsis, it is the Government�s intent to establish a new contract vehicle for delivery of services.� The Government anticipates that the following planned contract will include the following: Task Management and Program Support, Waste Disposal Services to include OCONUS Support, Health and Safety Program, Permitting, and Public Outreach, Waste Ownership, Chemical Weapons Convention (CWC) Treaty Compliance, General Task Requirements, Reviews and Meetings. As such, no written request for proposal will be issued at this time.� Interested parties under this sources sought synopsis may identify their interest and capability to respond to the above requirements.� However, this notice of intent is not a request for competitive proposals.� The Government will consider all information submitted by interested parties received within thirty (30) days after date of publication of this synopsis.� The information submitted by interested parties will be considered solely for determining whether to conduct a competitive procurement.� A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government.� The Government anticipates awarding subject contract action no later than 28 February 2022.
