N62470-20-R-4007 Market Research/Request for Information (RFI) Naval Facilities Engineering Command (NAVFAC) Atlantic ELECTRICAL DISTRIBUTION SYSTEM SUBJECT Request for Information from Firms to Obtain Information to be used in a Justification and Approval for Use of Other Than Full and Open Competition Under the Authority of FAR 6.302-1. DESCRIPTION This is not a solicitation announcement. This is a Request for Information (RFI) announcement only. This is a market research tool being utilized in accordance with DFARS PGI 206.302-1 to obtain information to be used in a Justification and Approval for Use of Other Than Full and Open Competition under the authority at FAR 6.302-1. The information received will be used within Naval Facilities Engineering Command (NAVFAC) Atlantic to facilitate the decision making process. This is a survey of the market potential. This notice does not constitute a Request for Proposal. Because this is a RFI announcement, no evaluation letters and/or results will be issued to the respondents.� No solicitation exists. Therefore, do no request a copy of the solicitation. It is not to be construed as a commitment by the Government for any purpose other than market research and is not restricted to a particular acquisition approach. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. Any information submitted by respondents to this notice is strictly voluntary. All firms responding to this RFI are advised that their response is not a request for proposal, therefore will not be considered for a contract award. NAVFAC Atlantic intends to award a construction contract for the Army family housing program work at two Vicenza sites (Villaggio and Ederle) which consists of demolishing 249 existing housing units and constructing 478 housing units across four (4) project phases. � P-759 ARMY FAMILY HOUSING, PHASE-1 will construct, a total of 111 dwellings comprised of 106 Junior Enlisted and five (5) Senior Officer Family Housing Quarters at two Vicenza Italy Sites (Villagio and Caserma Ederle), including parking and demolition of existing facilities. Villaggio Site: Project constructs 61 units (56 Junior Enlisted and five Senior Officer Family Housing Quarters) to include: living areas, kitchen, bathrooms, bedrooms, storage, parking and private entrance. Supporting facilities include demolition of existing housing units and construction of required infrastructure for housing recapitalization. Site work shall include but not be limited to: all required utility systems, storm drainage, street improvements, substations, lighting, and information systems. Caserma Ederle Site: Project constructs 50 apartment units to include: living areas, kitchen, bathrooms, storage, garage/ driveway combo and private entrance. Supporting facilities include demolition of existing facilities and infrastructure and construction of required infrastructure for housing recapitalization. Site work shall include but not be limited to: all required utility systems, storm drainage, street improvements, substations, lighting, and information systems. The project is designed to comply with LEED for Homes Silver, United States and Italian laws and standards. Demolition of existing housing units and site features is included in the project. A small portion of this work requires proprietary equipment, specifically, controllers and relays that will be utilized to ensure operability of the existing Electrical Distribution System (EDS) SCADA network. The medium voltage switchgear (MVS) inside each substation must communicate and function properly with the base master electrical controller, part of the SCADA system, that is located at the main electric shop. This master controller has proprietary communications protocol. Expansion and addition of this system must have the same manufacturer MVS relay and control equipment to function properly. NAVFAC Atlantic intends to specify the below listed items as part of a construction contract. The design specifications include a requirement to acquire, install, and program relays and controllers as part of an existing (EDS) SCADA system.� The design specifications currently specify Siemens brand relays and controllers for the EDS at Villagio Della Pace and ABB brand relays and controllers for the EDS at Caserma Ederle.� The relays and controllers at these two sites must be fully compatible with the existing SCADA-connected equipment.� This survey is to conduct market research to support this determination. The vendor must provide proof that will assure operational compatibility of the relays and controllers to be procured with existing Siemens and ABB equipment at Villagio Della Pace and Caserma Ederle, respectively.� The existing EDS SCADA system utilizes brand name communication protocol protected under the manufacturer proprietary rights, patent laws, and product listings. The Government WILL NOT purchase these items directly, but will require the construction contractor to provide these items. A determination by the Government to not compete this requirement, for these specific items, based on the responses to this notice is solely within the discretion of the Government.� NAVFAC Atlantic is requesting information on the capabilities of other manufacturers of electrical relays and controllers that meet the above requirements. NAVFAC Atlantic anticipates that using a manufacturer other than the ones named above that manufactured the existing equipment that is currently installed in other buildings at this location will result in a substantial duplication of cost to the Government and result in unacceptable delays in fulfilling the Government�s requirements. It is requested that firms submit to the contracting office a brief capabilities statement package (no more than 10 pages single-sided, singled-spaced, 12 point font minimum) demonstrating the following: (1) Capabilities of the manufacturer to meet the requirements above with specific information about past work involving EDS relays and control equipment and compatibility with Siemens and ABB brand equipment; (2) Estimate of the time and cost associated with analyzing another manufacturer�s equipment for compatibility with the existing equipment; and, (3) Company profile to include DUNS number, CAGE Code, and statement regarding small business designation and status. The package shall be sent via email ONLY to: Crystal Carter at crystal.r.carter@navy.mil. Package must be received no later than 12:00 PM Eastern Standard Time on 16 October 2020.
