N0016421SNB01 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT � helmet mount interface -UAS Applications� FSC � 5855 � NAICS � 333314 Issue Date: 01 OCTOBER 2020 �� Closing Date: 02 NOVEMBER 2020 The Naval Surface Warfare Center (NSWC), Crane, IN is issuing this RFI/sources sought announcement as part of market research in accordance with FAR 15.201(e) and FAR 10.001(a)(3)(i) to determine if sources have a helmet mount interface (breakaway and non-breakaway) between the AN/PVS-31B Binocular Night Vision Device (BNVD), NSN 5855-01-659-8558 and Helmet Shroud. The type of technologies NSWC Crane is looking for, but not limited to, are: Attaching interface between the BNVD dovetail interface and head/helmet mount shroud. Breakaway mount Non-Breakaway Mount Provide one-handed, quick disconnect, fore/aft adjustment, and a flip-up/flip-down function, and a locking flip-up/flip-down function. Provide a head mount that will interface and operate with the Advanced Combat Helmet (ACH), Enhanced Combat Helmet (ECH), USMC Lightweight Helmet (LWH), Maritime Security Helmet (MSH) and the M17A2, M24, M40 series, M42 series, M45 and MCU-2/P protective masks. The helmet mount shall provide tilt adjustment to vary the angle of rotation. The BNVD shall be quickly removable from the helmet mount using one hand.� The helmet mount systems shall enable both semi-permanent and interchangeable helmet mounting configurations.� Compatibility limitations � NSWC Crane is looking for helmet mounts compatible with the BNVD (AN/PVS-31B or equivalent NVGs using the dovetail style interface) and USMC ECH Helmet Shroud, NSN 5340-01-665-9638 and manufacturer helmet shrouds compatible with the one-hole ACH, ECH, LWH and MSH helmets. At a minimum, the following information needs to be addressed in response to the RFI: Basic Dimensions and Design of the mount (i.e. weight, length, diameter) for both breakaway and non-breakaway versions Any pertinent testing data showing mount strength ability, if applicable If you are working with another DOD entity on this type of application State who that group is Provide a POC Budgetary cost estimate with step ladder quantity pricing for: Helmet mount (breakaway and non-breakaway) Lead time/delivery schedule Availability Responses to the Market Survey shall include the following: Submitter�s name Mailing address (Street address, City, State, Zip code) Business Size and category (large, small, small disadvantaged, etc.) Website address (if applicable) DUNS number Cage code, and/or Tax ID number Government representative(s) Point of Contract (POC) POC Telephone and email address Announcement Number: N0016421SNB01 Responses shall be submitted in the following format: Electronic (Adobe pdf or Microsoft Word) format Not exceed ten pages in length In 11 or 12-point, Times New Roman with normal (condensed) spacing Margins of 1� or greater on all sides Submitted via email Responses shall NOT be submitted using marketing materials. All information received that includes proprietary markings will be handled in accordance with applicable statutes and regulations.� Responses to this notice will not be returned.� An acknowledgement of receipt will be provided for all responses received. �If you do not receive an acknowledgement within two (2) working days, please notify the points of contact listed in this notice. At the current time, NO FUNDING IS AVAILABLE for contractual efforts.� This notice is not a Request for Proposals.� Reponses to this notice are not offers and cannot be accepted by the Government to form a binding contract.� This notice is issued solely for information and planning purposes and does not constitute a solicitation or obligation on the part of the Government.� Neither unsolicited proposals nor any other kind of offers will be considered in response to this notice.� Respondents are wholly responsible for any costs or expenses associated with submitting a response.� No reimbursement will be made for any costs associated with providing information in response to this notice or any further requests for information relating to a response.� Respondents will not be notified of the results of this notice.� The information obtained from submitted responses may be used in the development of an acquisition strategy. Contractors must be properly registered in the Government System for Award Management database (SAM).� Contractors may obtain information on SAM registration and annual confirmation of requirements by calling 1-866-606-8220, or via the Internet at www.beta.sam.gov. Any questions related to the process for submission of information shall be submitted to the NSWC Crane Contracting POCs by no later than Monday, 19 October 2020.� Questions submitted after that date may not be answered.� Submissions in response to this sources sought announcement should be submitted to the NSWC Crane Contracting POC by Monday, 2 November 2020.� Responses received after that date may not be considered in the Government�s market research�. Your interest in the response is appreciated.� Reference announcement number N0016421SNB01 in all correspondence and communications. Not sure we want to allow for hard copy mailed in submission.� How often are you at Crane to check your mail?� Let�s make this electronic only. This is not a RFP so I don�t want to see the hard fast date submission.� They have to ask questions by 1 October and submit by 13 October. I don�t want to see a request to extend the RFI closing date.� I do not extend RFIs.� Instead I inform the requesting firm that the longer they take to submit the less likely we are to consider their submission in our Market Research.
