Description
�This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Proposals are being requested and a written solicitation will not be issued. Solicitation N40192-20-Q-4197�is being issued as a Request��for Quote (RFQ). All solicitation documents and incorporated provisions� and clauses are those in� effect through Federal Acquisition Circular (FAC) 2020-08. The NAICS code is 711130 Music Director. This is a Request for Quote (RFQ) N40192-20-Q-4197�for non-personal services for the Music Director at Naval Base Guam Chapel, Guam Quotes shall include all labor, safety controls, transportation, materials, equipment and supervision necessary to provide Music Director services as specified in the Performance Work Statement. CLIN 0001- (12 Months) Music Director at Naval Base Guam Chapel, Guam (See� Performance Work� Statement� dated� 31 JUL2020)�� PERIOD�� OF PERFORMANCE: 01 NOVEMBER�2020 � 31 OCTOBER�2021.�� All firms must be registered and active in the System for Award Management (SAM) database at https://www.sam.gov/portal/public/SAM/ to be considered for award. All quotes must be directly submitted by the firm registered in SAM that is intended to be the successful awardee. Quote submitted by another firm on behalf of a SAM registered company with the intention�� of being award �care of� will not be accepted. Quotes must include registered DUNS, CAGE codes, Tax ID, and small business status, and any applicable contract number. FAR 52.212-1, Instructions to Offerors--Commercial Items applies to this request. Quotes must include technical factors information and pricing for CLIN 0001 to be considered for award. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: � �Price: Price Proposal.� Prices must be submitted for CLIN 0001. Proposal prices shall be filled in under CLIN 0001 in Schedule B, Attachment 03.� � Technical Factors: � � a) Qualification and Recent relevant experience: 1. Submit a resume and supporting documentations to demonstrate qualifications; and provide a list of recent relevant experience of past completed contracts similar and in size and scope in brief detail as an overview of the completed PPQs.�� �������� b) Past Performance: �Submit a minimum of two (2) Past Performance Questionnaires, PPQ, of������� completed contracts within 5 past years. Past Performance Questionnaires are included as Attachment_02. Note: Offerors who fail to submit required documentations will be considered non-responsive. �BASIS FOR AWARD ��� 1.�� The tradeoff process is selected as appropriate for this acquisition.� The Government considers it to be in its best interest to allow consideration of award to other than the lowest priced bidder. ����2.� All technical factors are of equal importance to each other; and all technical factors, when combined are more important than price.
