Description
Pre-Solicitation Notice TEAMS-Next Test Support HQ0858-21-R-0012 1. This pre-solicitation notice is posted in accordance with FAR 5.204. The Missile Defense Agency (MDA) intends to issue a solicitation to procure services to support the Test Directorate�s (DT) mission to program, budget, staff, and manage a comprehensive Missile Defense System (MDS) test program to characterize missile defense (MD) capabilities and support fielding of an integrated and effective capability to the warfighter.� The Director for Test serves as the Test Functional Manager (TFM), the Single Test Authority (STA), and is the principal MDA executive on matters relating to MDS testing.� The responsibilities of the TFM include providing programmatic and technical direction and orchestrating execution of the MDS test program.� The Test Directorate performs the functions of an ombudsman for the MDS test program and serves as the MDA STA to the test and evaluation community, international collaborative program representatives, and other organization representatives.� Other areas of responsibility include maintaining insight and accountability for the MDS test program; allocating resources, including test infrastructure and test support assets; supporting execution of the MDS test program; developing and promulgating MDA test policy, guidance, Concepts of Operations (CONOPS), and best practices for the MDS test program; supporting the Verification, Validation, and Accreditation (VV&A) of MDS Modeling and Simulation (M&S); collecting and characterizing test truth data; and acting as the single point of contact for coordination among the various test ranges, facilities, programs, organizations, and personnel. Test Functional personnel are matrixed to support program test offices (referred to as �elements�) of the MDS Test Program. 2. This requirement will be solicited as a 100% small business set-aside using source selection procedures in FAR Part 15.� MDA anticipates award of a single Cost-Plus-Fixed-Fee (CPFF) type contract.� The North American Industry Classification System (NAICS) code for this acquisition will be 541715 (Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology)) and the Small Business Size Standard will be 1,250.� It is anticipated that award will result in a single, Cost-Plus-Fixed-Fee (CPFF) contract for a 4-year base, one 2-year option, and one 6-month option.� This requirement will use best value trade off procedures in determining the successful offer.� The places of performance primarily include: Albuquerque, NM; Bedford, MA; Colorado Springs, CO; Dahlgren, VA; Honolulu, HI; Huntsville, AL; Kauai, HI; Kwajalein Atoll; and Vandenberg AFB, CA. 3. It is anticipated that the solicitation will be posted to the beta.SAM.gov website at: https://beta.sam.gov/ on or about 60 days from the date of this pre-solicitation notice.� The closing date of the solicitation will be 30 days from the posting date. 4. Offerors interested in submitting a proposal after the solicitation is posted to beta.SAM.gov are responsible for downloading their own copy of the solicitation from the website and frequently monitoring the site for any amendments.� MDA will not directly send Offerors the solicitation or any amendments.� It is the interested Offeror's responsibility to periodically check this website for updates.� If you are interested in saving searches, following contract opportunities, requesting secure documents or signing up for an Interested Vendor List, you will need a login.gov account in beta.SAM.gov.� A bidders� list will be maintained by this office, and interested companies are requested to sign up on the �Interested Vendor List� in beta.SAM.gov. When a solicitation is issued, failure to respond to the electronically posted solicitation and associated amendments prior to the date and time set for receipt of proposals as stated in the solicitation, may render the proposal non-responsive and result in rejection of the same. The release of this synopsis and issuance of the RFP, when posted, is not a commitment by the Government to award a contract.� The Government will not pay any costs incurred by a potential Offeror as a result of the posting of this synopsis or the release of the RFP, when posted.� Businesses interested in submitting proposals must be registered in the System for Award Management (SAM) system in accordance with FAR 4.1102.� SAM is available at https://sam.gov/SAM/.
