- USACE�Europe District�intends to issue a solicitation for a Firm Fixed Price (FFP) IDIQ MATOC. The estimated acquisition cost of the requirement is approximately $250,000,000.00. Construction services to be performed under this MATOC may include, but is not limited to: general building renovation, vertical construction, anti-terrorism force protection of new and existing facilities, horizontal construction, and incidental work. Use of the MATOC will provide the U.S.Government with a construction product delivery method that can accommodate quick and straight-forward projects, as well as some small but complex projects, and can help minimize design effort and related overhead expenditures, as well as handle compressed schedules. Contract awards are anticipated for any work for US Forces and/or Facilities within Romania. Type of Contract: This solicitation will be for award of a pool of FFP IDIQ MATOCs. Type of Set-Aside: This acquisition will be an unrestricted action under full and open competitive conditions. Small and Small Disadvantaged Business requirements are waived for this project due to its location OCONUS. Selection Process: The acquisition strategy is a competitive negotiation using the best-value trade-off process, resulting in a FFP contract award with a target of five (5) offerors who demonstrate the best value to the Government, considering all non-price (technical) and price factors.� Europe District intends to use One-Phase Design-Bid-Build Selection Procedures and will include design consideration to be evaluated for Design Build projects less than $4 million. Contract Magnitude:� The term of the resultant contracts will be a base period of five (5) years with no option years. The contract will end upon completion of the five (5) years or upon attainment of the $250,000,000.00 capacity. Individual projects issued under the MATOCs will contain their own estimated values. Pre-Proposal Conference and Seed Project Site Visit:� It is anticipated that Europe District will host a virtual Pre-Proposal Conference on 29 October 2020 to accommodate continuing travel and meeting restrictions related to COVID-19. A site visit for the SEED project, the Aircraft Parking Apron, will be held in-person at Campia Turzii, Romania on 30 October 2020. In order to participate in the pre-proposal conference and site visit, interested firms MUST pre-register a maximum of three (3) representatives from their firm via the attached EXCEL spreadsheet and return the completed information by email no later than Thursday, 14 OCTOBER 2020 to ALL of the following: Lequita.Y.Byrd-Craig@usace.army.mil; Robin.G.Prince@usace.army.mil; �Tammy.L.Cinnamon@usace.army.mil; Jennifer.h.Aldridge@usace.army.mil; darren.walls.1@us.af.mil � FY21 Romania MATOC Seed Project Description: The work includes construction of an aircraft parking apron consisting�of concrete pavement and asphalt shoulders, designed for Tactical Fighter�Aircraft (TFA) and two ladder taxiways. The aircraft parking apron will�include the installation of jet blast deflectors, airfield lighting,�airfield markings and signage, a new storm water collection system,�including an underground storage basin, and other items incidental to the�work. The ladder taxiways will include concrete pavement and asphalt� shoulders, including the installation of airfield lighting, airfield�markings and signage, and a new storm water collection system. Please request a �read receipt� when sending the pre-registration email with the attached excel form. Print out a copy of the email sent to the abovementioned and bring it with you to the site visit to show at the Campia Turzii access gate. Once registered, your firm�s representatives will receive more detailed information on the pre-proposal conference and site visit. The base can NOT accommodate day of registrations, so please adhere to the deadline of 14 OCTOBER for all registration requests. Solicitation Website:� Contractors must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/public/SAM/ prior to award of this, or any U.S. Government contract. Solicitation documents, plans and specifications will only be available via Beta.Sam.gov (https://beta.sam.gov/) website. The solicitation will be available only as a direct download. It is therefore the Contractor's responsibility to monitor the website daily for the solicitation to be posted, and for any posted changes or amendments to this solicitation. The plans and specifications and all notifications of changes to this solicitation shall only be made through this posting and modifications hereto. ANTICIPATED SOLICITATION RELEASE DATE AND AWARD DATE: The Government anticipates releasing the solicitation on or about 16 October 2020. The Government intends to award the contract by 25 January 2021. Actual dates and times will be identified in the solicitation. Additional details can be found in the solicitation when it is posted. NOTICE TO OFFERORS: The Government reserves the right to cancel any or all of the solicitation(s), either before or after the proposal opening with no obligation to the offeror(s) by the Government. MINIMUM GUARANTEE: A single minimum guarantee amount of $2,500.00 will cover the base period per contract award. �TASK ORDER LIMITATIONS: The minimum task order value will be $50,000.00 and the maximum task order value will be $50,000,000.00.
