Description
Synopsis of MK VI Patrol Boats Acquisition The Naval Sea Systems Command (NAVSEA) intends to award a sole source Firm Fixed Price contract to procure six (6) MK VI Patrol Boats, with an option for two (2) additional Patrol Boats, via Foreign Military Sales (FMS) to SAFE Boats International (SBI), LLC, 8800 SW Barney White RD, Bremerton, WA 98312. The procurement will include Gun Weapon Systems, spare parts and special tooling, and contractor in-country engineering technical support. Award of this sole source effort is anticipated in the first quarter of Fiscal Year 2021. Four (4) of the Patrol Boats will be procured under FMS cases using Foreign Military Financing (FMF) funds. Pursuant to 10 U.S.C. 2304(c)(4), the purchaser country requested four (4) MK VI Patrol Boats from the OEM builder, SBI. Two (2) Patrol Boats and the two (2) option Patrol Boats will be procured under a Building Partner Capacity (BPC) case using Ukraine Security Assistance Initiative (USAI) funding. Pursuant to 10 U.S.C. 2304(c)(1), SBI is the only firm capable of producing the MK VI Patrol Boat, which directs the sole-source BPC procurement to SBI. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested parties may respond to this synopsis with a letter of capability and interest, or proposal.� This notice of intent is not a request for competitive proposals.� However, all capability statements received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government.� A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
