- Description
- The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA. intends to procure, on a full and open competition basis, a five year Multiple Award Contract (MAC) Indefinite Delivery - Indefinite Quantity (IDIQ) Contract with Cost Plus Fixed Fee (CPFF) CLINs. The contract will provide acquisition of products and services associated with Electronic Warfare Threat Systems (EWTS), and peripheral instumentation supporting Naval Aviation Training Systems Program management Activity (PMA 205) and Department of Defense (DoD) activities supporting the training and Test & Evaluation (T&E) Ranges. The EWTS Project Office has been designated, by the Naval Air Systems Command (NAVAIR), to develop, sustain, and upgrade training systems aimed to improve aircrew lethality and survivability. Training systems include threat simulators, radars, and training instrumentation capable of operation in the Network-Centric Warfare and Battlespace environments. In order to maintain the warfighters relevancy, these complex systems are continuously modified and modernized to provide realistic battlefield scenarios. The EWTS engineering expertise includes oversight over the development, upgrade and life cycle sustainment of real-time and simulated multi-spectral threat emitting equipment required to provide lethal capability and operational readiness. All responsible sources may submit comments on the Draft PWS, which will be considered by the agency. Vendors must be registered in the System for Award Management (SAM) database, at the following website: https://www.sam.gov/, to be considered a responsible source.� The applicable NAICS code for this requirement is 334511. Offerors will be evaluated on the basis of best value to the Government.� It is anticipated that the solicitation or Request for Proposal (RFP) will be posted at https://beta.sam.gov/ on or about 2 November 2020 and will run a minimum of 30 days. Offerors wishing to submit a proposal are responsible for downloading their own copy of the RFP from the website and to frequently monitor the site for any amendments to the RFP. A bidders list will not be maintained by this office, no telephone or fax requests for the RFP package will be accepted. Failure to respond to the electronically posted RFP and any associated amendments prior to the date and time set for receipt of proposals, may render an offer non-responsive and result in rejection of the same.
