- This is a notice of contract action (NOCA). This is not a solicitation for quotes. No reimbursement will be made for any costs associated with providing information in response to this NOCA or any follow-up information requests. The purpose of this NOCA is to notify industry of the VA s intent of contact action and possibly gain knowledge of other potentially-qualified sources and their size classifications. Notice of contract action: Miami VA Contracting intends to issue a sole source, firm fixed price contract under FAR part 12, Acquisition of Commercial Items, and FAR part 13, Simplified Acquisition Procedures, to Becton Dickinson for the purchase of Affirm Test and ATTS kits, reagents and service for the AFFIRM Microbial Identification System (Affirms VPHI Analyzer), to provide in-house testing using DNA direct probe technology. The estimated value of the acquisition is $108,000.00 (base year plus four option years). Vendors who believe they can meet the requirements should submit a capability statement, providing clear and convincing evidence supporting the assertion and should be comparable to the following: Information available to the CO indicates this product is the only FDA-cleared identification system in the market that provides for same methodology/simultaneous testing with just one specimen and within same probe card, as options. In addition, Affirm analyzer provides for rapid identification and discrimination of main pathogenic agents associated with vaginal infections using DNA direct probe detection molecular technology. All information shall be in writing, sent via email, and must contain sufficient detail to allow the government representative to evaluate and determine if it can meet the requirement. Responses must be received no later than 12:00 EST, October 12, 2020.
