Description
The Naval Air Warfare Center Weapons Division, Point Mugu, California, intends to award a Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF), Level of Effort (LOE), Indefinite Delivery Indefinite Quantity (IDIQ) contract on an other than full and open competition basis to Textron AAI Corporation, 124 Industry Lane, Hunt Valley, MD 21030-3342.� The EWIL has a follow-on requirement for the development of EW SITE systems and sub-system components for domestic and FMS customers in the NAWCWD radar environment simulator to support system performance evaluation and integration of various EW systems.� This will result in expanded capabilities and allow the EWIL to continue to efficiently develop and test current and future EW systems and capabilities in support of aircraft platform integration and test.� EW SITE system supports System Configuration Sets (SCS) from multiple platforms and provides consistency with the Advanced Weapons Laboratory at China Lake, CA. In accordance with FAR 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, Textron AAI, possesses unique capabilities that are not available from any other source.� The RF synthesizer that Textron AAI manufactures is the only RF synthesizer compatible with the EW SITE system RF threat simulator and is the only system that performs all three types of Angle of Arrival generation and has sufficient resolution to generate threats required for systems performing Specific Emitter Identification (SEI).� The RF synthesizer is a proprietary item owned by Textron, and is not licensed to other manufacturers. The pre-solicitation synopsis for this requirement was posted on 10/25/2019.
