- NOTE:� THIS IS A SYNOPSIS, NOT A SOLICITATION. PLANS AND SPECIFICATIONS ARE NOT AVAILABLE AT THIS TIME; THEREFORE NO QUESTIONS OF A TECHNICAL OR CONTRACTUAL NATURE WILL BE ACCEPTED OR ANSWERED UNTIL THE SOLICITATION IS ISSUED. INFORMATION CONTAINED IN THIS SYNOPSIS IS SUBJECT TO CHANGE. This solicitation is anticipated to be issued as a Request for Proposal (RFP) resulting in the award of a single firm fixed price (FFP) contract.� The Request for Proposal is anticipated to issue on or about 23 October 2020 and the Proposal due date is anticipated to be on or about 23 November 2020. Proposals received in response to this solicitation will be evaluated in accordance with procedures outlined in Federal Acquisition Regulations (FAR) Part 15-Contracting by Negotiation- Best Value Continum. NAICS Code: 237990. The proposed work includes the new excavation of a segment of the Comite River Diversion earthen channel, White Bayou rock chute and associated slope protection of the excavated channel. New drainage ditches will be constructed and culverts will be placed to drain the site. All areas disturbed by construction operations will be fertilized and seeded for turf establishment. Additional work on the project will include construction of drainage ditches and culverts to drain the site, clearing and grubbing, and fertilizing and seeding. The project will be constructed utilizing conventional excavation equipment including bulldozers, excavators, compactors, lowboys, dump trucks, backhoes, large cranes, graders, water trucks, and pumps. The estimated value of this work is between $10,000,000.00 and $25,000,000.00. Selection will be based on established Factors and Subfactors to be evaluated on an �acceptable� or �unacceptable� basis.� These Factors and Subfactors will identify the minimum requirements that are key to successful contract performance. Award will be made to the responsible contractor who is technically acceptable and has the lowest evaluated price. The solicitation shall include evaluation factors and shall provide instructions for proposal requirements and the basis for award. Information contained in this notice is subject to change.
