- Pre-Solicitation Notice 36C252-20-B-0025 Project: Replace Boilers B415 Project Number: 676-14-105 Location: Tomah VA Medical Center 500 E Veterans Street Tomah, WI 54660 The Tomah VA Medical Center has a requirement for the replacement of three existing high-pressure steam boilers, boiler utility connections, selected boiler associated equipment and selected boiler support piping. Included is the complete removal and replacement of boiler control devices and programming operations. In addition, project will include abatement of lead paint and asbestos within Building 415 the facility. Estimated Period of Performance: Project duration is estimated at 490 calendar days from issuance of Notice to Proceed (NTP), anticipated to be divided into phases: NTP & Kick-off Meeting NTP + 20 calendar days - Mobilize and commence work on Phase I work NTP + 200 calendar days Complete Phase I; Start Phase II work NTP + 350 calendar days Complete Phase II; Start Phase III work NTP + 470 calendar days Complete Phase III NTP + 490 calendar days Complete Punchlist, As-builts, Training & Maintenance, Project Close-out The project magnitude price range is between $10,000,000 and $20,000,000. The North American Industry Classification Code (NAICS) for this procurement is 238220 (Plumbing, Heating, and Air Conditioning Contractors); size standard $16.5 Million applies. The solicitation, including specifications and drawings, will be posted to Beta.SAM (https://beta.sam.gov/) on or about August 21, 2020 with the bid opening on or about September 23, 2020. Two Pre-bid conference/site walk-throughs will be scheduled, details to be announced in the solicitation. All prospective bidders are strongly encouraged to attend. Pursuant to Public Law 109-461, this solicitation will be issued as a 100% Service Disabled Veteran Owned Small Business (SDVOSB) set-aside. In accordance with VAAR 819.7003(b), at the time of submission of bid, the bidder must represent that it is a SDVOSB concern, a small business concern under the NAICS code assigned to the acquisition, and is CVE verified for eligibility in the VIP database.
